Role Overview The Senior Consultant Government Advisory (Transaction Advisory & Business Development) independently leads transaction advisory engagements and drives business development for the government advisory practice, serving Government Departments and Public Institutions. The role spans structuring and executing government transactions — PPPs, asset monetisation, disinvestment, and concessions — alongside identifying, developing, and winning new advisory opportunities. It calls for strong transaction and commercial expertise, financial and bid rigour, and the confidence to engage senior government stakeholders and grow the firm’s portfolio.
To Lead the development of investment-grade financial models, business cases, and transaction strategies to support Government investment decisions
Key Responsibilities
- Lead transaction advisory — Own transaction advisory engagements for government clients, structuring and executing PPPs, asset monetisation, disinvestment, and concession transactions.
- Structure deals & commercial models — Design commercial, financial, and contractual structures for government transactions, balancing feasibility, risk, and value.
- Build financial models & business cases — Develop financial models, viability assessments, and business cases to support transaction decisions.
- Manage transaction documentation — Prepare and review information memoranda, RFQs / RFPs, concession agreements, and bid documents for transactions.
- Drive business development — Identify, develop, and convert new advisory opportunities with government departments, public institutions, and development agencies.
- Lead proposals & bids — Lead preparation of technical and financial proposals, EOIs, and RFP responses, including methodologies, team composition, and pricing.
- Build client networks & relationships — Build and sustain relationships with senior government officials, investors, and partners to expand the advisory portfolio.
- Advise on due diligence & risk — Coordinate legal, regulatory, and financial due diligence and risk assessment for transactions.
- Facilitate stakeholders & investors — Lead consultations, investor engagements, and negotiations between government and private stakeholders.
- Mentor teams & build knowledge — Guide Analysts and Consultants, and contribute to transaction knowledge products, case studies, and thought leadership.
Skills & Competencies
- Transaction advisory expertise — Solid understanding of government transactions, PPPs, asset monetisation, disinvestment, and concession structures.
- Financial & commercial acumen — Skilled in financial modelling, valuation, feasibility analysis, and commercial structuring.
- Business development — Proven ability to identify, develop, and win advisory opportunities with government and public-sector clients.
- Bid & proposal management — Ability to lead technical and financial proposals, EOIs, and RFP responses.
- Senior client management — Ability to engage and build credibility with senior government officials,
investors, and partners.
- Team leadership — Ability to guide, mentor, and develop advisory teams.
Underpinned by commercial judgment, ownership, and the highest standards of integrity and professional conduct in complex, politically sensitive environments. Qualifications & Experience
- Education — Bachelor’s degree in Finance, Economics, Commerce, Engineering, Management, or a related discipline.
- Preferred — MBA (Finance / Strategy), CA, CFA, or a Master’s in Economics, Public Policy, or Infrastructure Management; a strong commercial or transactions background is an added advantage. Candidates with hands-on financial-modelling experience across private firms, government bodies, and financial institutions, and those with pre-sales experience spanning bid management, business development, and financial modelling, will be preferred.[UM1]
- Experience — 6–10 years of progressive experience in transaction advisory, infrastructure / PPP advisory, investment banking, corporate finance, or business development, ideally with government or public-sector transactions and a track record of winning and delivering advisory mandates[DV2] .
Tools & Technical Proficiency Mandatory: MS Excel (Advanced — financial modelling), financial modelling & valuation (DCF, NPV / IRR, and sensitivity / scenario analysis), PowerPoint (Advanced), Word, and Google Workspace.
Desired: Power BI / Tableau, financial databases & market-data tools (e.g., Bloomberg, Capital IQ, Refinitiv Eikon, FactSet), financial-modelling add-ins (e.g., Macabacus), CRM / business-development tracking tools, and government data portals.
