Role Overview The Senior Consultant Government Advisory (Project Management & Operations) independently leads the planning, delivery, and day-to-day operational management of complex government advisory engagements and Programme/Project Management Units (PMUs) for Government Departments and Public Institutions. The role owns end-to-end delivery work planning, lead programme governance, delivery transformation initiatives to improve project outcomes & operational efficiency, project execution & public service delivery, monitoring, risk management, and stakeholder coordination — translating policy and programme priorities into on-ground outcomes. It calls for strong project-management discipline, operational rigour, and the confidence to drive delivery with senior government stakeholders.

Key Responsibilities

- Lead end-to-end delivery — Own planning and execution of government advisory projects and Programme/Project Management Units (PMUs) from mobilisation to closure, ensuring scope, quality, timelines, and budgets are met.
- Programme governance & assurance — Establish project governance frameworks, stage-gate reviews, quality assurance mechanisms, and performance controls to ensure effective programme delivery and compliance with Government objectives
- Programme governance & delivery assurance — Lead programme governance and PMO functions — steering committees, review meetings, and decision-ready updates for senior leadership. Drive delivery assurance through milestone tracking, issue logs, and course correction, and manage risks via risk registers and mitigation plans with clear owners and timelines. Coordinate departments,



field teams, vendors, and partners to keep delivery on track.
- Performance management & benefits realisation — Set up monitoring systems, MIS, and dashboards that give clients real-time visibility of performance. Define and track KPIs and benefits so programmes deliver their intended outcomes, applying analytics to inform decisions and course correction, and prepare timely, decision-ready reporting for leadership.
- Project controls & quality assurance — Establish and run project controls, scheduling, and quality-assurance mechanisms, maintaining schedule and cost control and overseeing engagement economics — team deployment, budgets, and utilisation. Ensure documentary compliance and timely reporting and embed quality standards and review checkpoints across deliverables.
- Programme governance & PMO excellence — Establish and run the Programme/Project Management Unit (PMU) as a centre of delivery excellence — defining the PMO operating model, governance frameworks, and standardised methodologies, tools, and templates. Institutionalise best practices, playbooks, and delivery standards, and continuously strengthen PMO capability and maturity across the engagement.
- Project controls & scheduling — Build and maintain integrated project schedules — work breakdown structures, baselines, critical paths, dependencies, and resource loading. Track schedule and cost performance (including earned-value analysis where relevant), forecast slippage early, and drive recovery planning to keep programmes on time and on budget.
- Benefits realisation & performance improvement — Monitor programme outcomes, define KPIs, evaluate benefits realisation, and recommend process improvements to enhance operational effectiveness and delivery performance

Skills & Competencies

- Project & programme management — Solid command of project planning, delivery management, and PMU operations for large, multi-stakeholder government programmes.
- Operations & process excellence — Ability to design, streamline,



and run operational processes, SOPs, and delivery systems that improve efficiency and service delivery.
- Monitoring & risk management — Skilled in milestone tracking, risk and issue management, MIS, and performance dashboards.
- Stakeholder & vendor coordination — Proven ability to align government departments, field teams, and implementation partners around delivery.
- Senior client management — Ability to engage and build credibility with senior government officials and institutional leaders.
- Team leadership — Ability to guide, mentor, and develop delivery teams.

Underpinned by a delivery focus, ownership, sound judgment, and the highest standards of integrity and professional conduct in complex, politically sensitive environments. Qualifications & Experience

- Education — Bachelor’s degree in Engineering, Management, Public Administration, Economics, Operations, or a related discipline.
- Preferred — Master’s or MBA in Project Management, Operations, Public Policy, Infrastructure Management, or a related field; certifications such as PMP, PRINCE2, or Lean Six Sigma are an added advantage. Candidates with project-management experience on government projects — or in private organisations with experience of working with government — will be preferred.
- Experience — 6–10 years of progressive experience in project / programme management, operations, PMO functions or delivery management, ideally including PMUs, government or public-sector programmes, or large multi-stakeholder implementation. Experience setting up delivery systems, MIS, and review mechanisms is strongly preferred.

Tools & Technical Proficiency Mandatory: MS Excel (Advanced), PowerPoint (Advanced), Word, Google Workspace, and MS Project or an equivalent project-management tool.

Desired: Power BI / Tableau, Asana / Trello / Jira, MIS & dashboarding platforms, and government data portals.
