Role Summary We are seeking an experienced Purchase Engineer to manage site-wise civil material procurement, material costing, and vendor financial alignment. The ideal candidate will combine deep technical understanding of civil engineering requirements with strong market rate intelligence for core construction materials (TMT steel, cement, sand, aggregates, AAC blocks, and RMC).

A critical capability for this role is managing cash flow through tactful payment deferrals and vendor relationship management —retaining extended credit terms and holding vendor payments professionally while keeping project supply lines completely uninterrupted.

Key Responsibilities

- Civil Cost Budgeting & Estimation
- Prepare detailed Bill of Quantities (BOQ) material estimates and project-wise purchase budgets aligned with structural drawings.
- Conduct target cost vs. actual variance analysis for all civil procurement stages (Substructure, Superstructure, Finishing).
- Implement cost optimization techniques (Value Engineering) to minimize material waste and optimize structural steel cutting schedules.
- Monitor consumption metrics against standard norms to prevent over-procurement across all active site locations.
- Strategic Vendor Management & Payment Handling ("Positive Holding")
- Credit Term Management:



Negotiate optimal payment terms (e.g., 60–90 days credit, milestone-linked payments) with material suppliers and contractors.
- Positive Payment Deferral: Tactfully manage payment schedules, holding vendor disbursements during tight liquidity phases while maintaining high trust, transparency, and supplier goodwill.
- Supplier Relationship Retention: Build and nurture strong rapport with key dealers, manufacturers, and trade suppliers to ensure zero supply disruption even during extended payment cycles.
- Reconciliation & Vendor Final Accounts: Verify vendor ledger accounts, process milestone-based payment recommendations, and resolve invoice discrepancies before routing to Accounts.
- Market Rate Intelligence & Technical Sourcing
- Maintain continuous, real-time benchmark rates for key commodities across Mumbai Metropolitan Region (MMR):
- Steel: Primary/Secondary TMT bar rates (Fe 500D / Fe 550D), trade differentials.
- Aggregates & Sand: Crushed sand (VSI), river sand, crushed stone aggregate rates, quarry landed costs, transit Octroi/Royalty fees.
- Cement & Concrete: OPC/PPC bulk cement, Ready-Mix Concrete (RMC) mix design rates (M10 to M60 grade).
- Masonry & Finishes: AAC blocks, red bricks, waterproofing chemicals, binding wire, and shuttering materials.
- Floating enquiries, creating comparative commercial statements (CST), and executing high-value purchase orders (POs).
- Track commodity market fluctuations, seasonal price swings, and raw material availability to time bulk purchases effectively.
- Operations, Quality Control & Compliance




- Coordinate closely with Project Engineers, Site Quality Engineers, and Store Keepers at Goregaon and outer suburban sites.
- Ensure all incoming batches of steel, cement, and aggregates meet IS code standards (obtaining mill test certificates and third-party lab test reports).
- Manage vendor onboarding, performance rating (on-time delivery, material quality, flexibility on terms), and annual vendor audits.

Candidate Qualifications & Technical Skills

- Education: B.E. / B.Tech in Civil Engineering or Diploma in Civil Engineering. Post-graduation in Construction Management or Supply Chain is an added advantage.
- Experience: 3 to 8 years of dedicated experience in civil procurement within residential real estate developers or tier-1 civil contracting companies in Mumbai.
- Market Knowledge: Expert-level awareness of current local market rates for raw civil construction materials across Maharashtra/MMR region.
- Software Proficiency: Hands-on expertise in SAP (MM Module), ERP systems (Highrise/Farvision/Real Builder), MS Excel (Advanced), and AutoCad (for quantity verification).
- Soft Skills: Exceptional negotiation tactics, conflict resolution, diplomacy in financial dealings, and persuasive communication skills.

- Purchase Cost Variance: Achieving purchases at or below baseline budget estimates.
- Working Capital Efficiency: Successfully maintaining target credit periods and vendor payment hold windows without delivery delays.
- Vendor Retention Rate: High retention and positive relationship scores with key suppliers despite negotiated payment extensions.
- Lead Time Optimization: On-time material availability at sites without over-stocking.
