Role Overview
We are seeking an experienced Model N Medicaid Rebate Functional Subject Matter Expert to serve as the primary liaison between client business stakeholders and the internal technology team.
The consultant will bring deep knowledge of the Manufacturer Medicaid Drug Rebate Program (MDRP) and hands-on experience with the Model N Medicaid module . This individual will understand the client’s business processes, operational challenges, and system requirements and translate them into clear, actionable guidance for the technology team.
The ideal candidate combines strong Medicaid rebate domain expertise with excellent stakeholder management, requirements analysis, and business-to-technology communication skills.
Key Responsibilities
- Serve as the functional bridge between client Medicaid rebate stakeholders and the internal technology team.
- Understand and document the client’s current Medicaid rebate processes, operational challenges, system usage, and business requirements.
- Translate business needs into clear functional requirements, process flows, user stories, acceptance criteria, and technology recommendations.
- Provide subject-matter expertise on the end-to-end Manufacturer Medicaid Drug Rebate process, including:
- State invoice retrieval and intake
- Medicaid utilization and claims processing
- Invoice validation and reconciliation
- Rebate calculation and payment processing
- Dispute identification, research, resolution, and tracking
- State-specific requirements and operational challenges
- Provide functional guidance on the configuration and use of the Model N Medicaid module.
- Facilitate discovery sessions and working meetings with business, operations, compliance, and technology stakeholders.
- Identify gaps between existing business processes, Model N capabilities, and desired outcomes.
- Support the technology team in solution design by clarifying Medicaid rebate rules, workflows, exceptions, and business priorities.
- Review proposed solutions and technical designs to ensure alignment with business and regulatory requirements.
- Assist with backlog refinement, test scenario development, user acceptance testing, defect triage, and business sign-off.
- Recommend process improvements based on industry-leading practices and provide a clear perspective on “what good looks like” for Medicaid rebate operations.
- Help resolve functional questions and issues arising during implementation, integration, testing, and production support.
- Communicate complex Medicaid rebate concepts clearly to both business and technical audiences.
Mandatory Qualifications
- Significant hands-on experience working with the Model N Medicaid module in a pharmaceutical manufacturer environment.
- Deep functional knowledge of the Manufacturer Medicaid Drug Rebate Program and its end-to-end operational lifecycle.
- Practical experience with state invoices, utilization claims, rebate calculations, payments, reconciliation, and dispute management.
- Demonstrated ability to translate complex business processes and requirements into actionable direction for technology teams.
- Experience facilitating requirements gathering,
process-mapping, solution-design, and stakeholder-alignment sessions.
- Strong understanding of the operational challenges pharmaceutical manufacturers face when working with individual states.
- Excellent communication, documentation, analytical, and stakeholder-management skills.
- Ability to work effectively with business users, Medicaid rebate operations teams, technical architects, developers, testers, and project leadership.
- Prior experience supporting Model N implementation, enhancement, transformation, or integration initiatives.
Preferred Qualifications
- Experience working in a consulting or client-facing environment.
- Experience assessing current-state Medicaid rebate operations and defining future-state processes.
- Knowledge of pharmaceutical government pricing, contracting, and related commercial or government rebate processes.
- Experience developing functional specifications, process flows, user stories, test scenarios, and traceability documentation.
- Familiarity with system integrations and data flows supporting Medicaid rebate processing.
- Experience contributing to operational improvement, system modernization, or Model N optimization initiatives.
Ideal Candidate Profile The successful candidate is not expected to be a software developer. However, they must be sufficiently comfortable working with technology teams to explain business rules, data dependencies, process exceptions, and expected system behavior. They should be able to earn the confidence of client business stakeholders through robust Medicaid rebate expertise while giving the internal technology team the clarity needed to design and deliver an effective solution.
