Role & responsibilities
A. Lead Identification & Market Intelligence
- Daily Portal Tracking: Continuously monitor e-Procurement portals including MahaTenders, GeM (Government e-Marketplace), CPPP, municipal portals (e.g., PMC, PCMC, MCGM), and state department sites for software and AI projects.
- Opportunity Qualification: Analyze RFP/RFQ documents, scope of work, technical feasibility, financial capability criteria, and turnover mandates to filter actionable, high-probability leads.
- Pipeline Reporting: Maintain a structured pipeline of upcoming, active, and submitted government tenders, providing regular updates to internal sales and leadership teams.
B. Government Liaison & Field Presence
- Official Interpersonal Liaison: Visit government offices, municipal corporations, smart city centers, and department heads in person to collect ground-level project intelligence and clarify tender requirements.
- Pre-Bid Representation: Represent the company at pre-bid meetings, technical presentations, and stakeholder consultations to advocate for open, balanced, and favorable tender specifications.
- Relationship Management: Build and nurture sustainable professional relationships with key procurement officers, IT heads, and administrative decision-makers.
C. Document Collection & Bid Preparation
- Document Aggregation: Collect and compile all mandatory government-side attachments, technical guidelines, annexures, baseline data, and statutory compliance documents required for bidding.
- Internal Coordination: Work closely with our software architects, project managers, and finance teams to collect solution proposals, estimation sheets, case studies, and corporate certifications.
- Statutory & Commercial Compliance: Manage EMD (Earnest Money Deposit) process, Tender Fee payments, Bank Guarantees (PBG), OEM authorizations, and Joint Venture/Consortium agreements where applicable.
D. Application Submission & Post-Bid Management
- Online/Offline Application: Ensure 100% compliant and error-free submission of technical and financial bids before deadline limits on digital portals or physical drop-boxes.
- Clarifications & Defense: Promptly address post-bid technical queries, compliance clarifications, and attend technical evaluation committee presentations.
- Award & Onboarding: Facilitate agreement execution, LOI/Work Order issuance, and smooth project handover to the delivery team upon winning.
Preferred candidate profile
- Education: Bachelor's degree in Computer Science/IT, Business Administration (MBA), or a related technical/commercial field.
- Experience: 0 to 2 years of hands-on experience handling public sector tenders, IT/Software procurement, and government business development.
- Mandatory Portal Proficiency: Deep working knowledge of MahaTenders, GeM (Government e-Marketplace), CPPP, and regional Maharashtra municipal e-Procurement portals.
- Local Language Fluency: Must be fluent in Marathi and English (both verbal and written communications are essential for interacting with local Maharashtra government officials).
- Procurement Rules Mastery: Solid understanding of government procurement norms, GFR rules, tender eligibility criteria, EMD/PBG procedures, and contract clauses.
- Mobility & Readiness: Willingness to travel locally across Pune, Mumbai, and other regional state offices for physical meetings, pre-bids, and document submissions.
