Job SummaryWe are looking for an experienced Purchase Officer with strong hands-on experience in Civil Construction, Infrastructure, Water Supply, STP, WTP, GWTP and Municipal Projects.
The candidate will be responsible for end-to-end procurement activities, including material sourcing, vendor development, quotation comparison, rate negotiation, purchase orders, material delivery coordination and supplier follow-up.
The candidate should have good knowledge of civil construction materials, water and wastewater treatment plant materials, MEP items, piping materials, pumps, valves, electrical items and project consumables.
- Key Responsibilities1. Purchase & ProcurementHandle complete procurement activities for Civil, Infrastructure, Water Supply, STP, WTP and GWTP projects.
- Review material requirements received from project/site teams.
- Source materials from approved and reliable suppliers.
- Obtain and compare quotations from multiple vendors.
- Prepare Comparative Statements (CS) and obtain management approval.
- Negotiate rates, payment terms, delivery schedules, transportation and other commercial conditions.
- Prepare and release Purchase Orders (POs).
- Ensure timely delivery of materials to project sites.
- Follow up with suppliers until material is received at site.
2. Civil & Construction MaterialsExperience in procurement of:
- Cement and TMT steel
- M-Sand, river sand and aggregates
- Bricks, AAC blocks and concrete blocks
- RMC and precast materials
- Construction chemicals
- Waterproofing materials
- Pavers, tiles and flooring materials
- Structural steel and fabrication materials
- Shuttering and scaffolding materials
- Paints and finishing materials
- Plumbing and sanitary materials
- Construction tools, machinery and consumables
3. Water Supply / STP / WTP ProcurementCandidate should preferably have experience in procurement of:
- DI / MS / HDPE / uPVC / CPVC / SS pipes
- Pipe fittings, flanges, bends, tees and reducers
- Valves – butterfly, sluice, NRV, air valves, etc.
- Pumps and pumping equipment
- Motors
- Blowers and compressors
- Diffusers and aeration equipment
- Screens and screening equipment
- Tanks and fabricated equipment
- FRP / GRP products
- Electrical panels and control panels
- MCC / PCC panels
- Cables and electrical accessories
- Instrumentation and control equipment
- Dosing systems and chemical handling equipment
- Filter media and treatment plant consumables
- Mechanical equipment and spares
- 4. Vendor Development & ManagementIdentify and develop new suppliers for project requirements.
- Maintain a database of reliable civil, mechanical, electrical, plumbing and water-treatment suppliers.
- Obtain competitive quotations and negotiate the best commercial terms.
- Evaluate vendors based on price, quality, delivery period and payment terms.
- Develop alternate vendors for critical materials.
- Maintain good supplier relationships.
- Monitor vendor performance and resolve supply-related issues.
- 5. Project & Site CoordinationCoordinate with Project Managers, Project Engineers, Site Engineers, Planning Team, Stores and Accounts Department.
- Understand project BOQ and material requirements.
- Prepare procurement schedules based on project execution plans.
- Ensure critical materials are procured before they are required at site.
- Coordinate transportation and delivery of materials.
- Follow up on delayed or pending materials.
- Resolve material shortages and supplier-related issues.
- 6. Cost Control & NegotiationNegotiate competitive prices and achieve procurement cost savings.
- Regularly monitor market prices for steel, cement, pipes, pumps, valves, electrical and mechanical equipment.
- Compare current rates with previous purchase rates and market rates.
- Ensure purchases are within approved project budgets.
- Identify cost-saving opportunities without compromising quality.
- Negotiate credit period, warranty, transportation and other commercial terms.
7. Purchase DocumentationMaintain proper procurement records, including:
- Purchase Requisition (PR)
- Quotations
- Comparative Statements
- Purchase Orders (PO)
- Supplier agreements
- Delivery Challans
- Goods Receipt Notes (GRN)
- Material Test Certificates
- Inspection Reports
- Supplier invoices
- Warranty documents
- Vendor database
- Purchase and delivery tracking reports
- 8. ERP & MISUpdate purchase and supplier information in the ERP / Purchase Management System.
- Prepare Purchase Status Reports.
- Prepare Pending PO / Pending Delivery Reports.
- Track material delivery against Purchase Orders.
- Coordinate with Accounts for invoice processing and payment-related issues.
- Maintain proper documentation for project audits.
- Required QualificationDiploma / B.E. / B.Tech in Civil / Mechanical / Electrical Engineering, or
- Any relevant degree/diploma with substantial experience in project procurement.

- Knowledge of STP/WTP mechanical and electrical equipment
- Vendor development and supplier management
- Strong negotiation skills
- Positive knowledge of BOQ and project requirements
- Ability to analyse technical and commercial quotations
- Good knowledge of MS Excel and MS Office
- ERP / Purchase software knowledge preferred
- Strong follow-up and coordination skills
- Good communication and interpersonal skills
- Ability to work under project deadlines
Preferred CandidateCandidates having an existing supplier network for civil materials, steel, cement, pipes, valves, pumps, motors, blowers, electrical panels, cables, mechanical equipment and water-treatment equipment will be preferred.
Candidates with experience working on Government / Municipality / Corporation / Infrastructure / STP / WTP projects will have an added advantage.
