Position Summary

IPE Globals Social and Economic Empowermentpractice works towards building girl capital, empowering women and nurturingresilient communities by creating inclusive and sustainable solutions,including but not limited to policy development, capacity building, adaptivemanagement, community mobilisation, behaviour change communication, deepeningsocial safety nets, beneficiary feedback analysis, poverty assessment, andevidence-based monitoring.

To build its portfolio of work in the girlcapital domain at the state level, IPE Global is hiring a State Lead andSkill Development Expert to anchor the design, execution, and monitoring ofa multi-stakeholder program focused on increasing female labour forceparticipation (FLFP) in paid employment in Rajasthan. This will require collaboratingwith a diverse set of stakeholders, including government bodies, private sectorcompanies, and community organisations.

KeyResponsibilities

1. `ProgrammeStrategy, Planning and Execution `

Leadthe development and execution of a comprehensive strategy for enhancing femalelabour force participation (FLFP) in paid employment in Rajasthan, focusing onhigh-potential sectors and under-served geographies with particular focus onyoung women. Oversee on-ground implementation ofinterventions spanning skill development, career counselling, protected mobility,workplace readiness, and social protection.

Leadstrategic research and industry consultations to identify non-traditional andemerging livelihood opportunities (e.g., green jobs, digital economy, careeconomy) aligned with local aspirations and labour market trends.

Leadthe review of existing enabling infrastructure, such as working women'shostels, etc., and develop strategies to create additional infrastructure toboost FLFP.

Guideimplementation of industry-aligned training ecosystems through partnershipswith sector skill councils, training institutions, and employers.





Monitorand evaluate the progress and impact of the programme using key performanceindicators (KPIs), adjusting strategies as needed based on evidence andfeedback.

1. `PartnershipManagement `

Workcollaboratively with relevant state departments, private businesses, industryassociations, development partners and other implementation partners in thestate. Workclosely with policymakers to support evidence-guided policy frameworks thatpromote young womens economic empowerment and employment opportunities.

Collaborate with the private sector forgender-responsive skilling, apprenticeships, and job creation, leveraging CSRfunds and ESG priorities.

1. `Leadershipand Team Management `

Leada multidisciplinary team, fostering a culture of collaboration, innovation, andaccountability. Providetechnical mentorship and build team capacity for effectively deliveringprogramme objectives.

Coordinateand collaborate with the national WEE team to ensure alignment.

Preparepolicy briefs, reports, and research papers to support engagement efforts andcontribute to public discourse on FLFP.

Qualification & Experience

Educational Background

Mastersdegree or higher in Public Policy, Economics, Development Studies, BusinessAdministration, or a related field.

Work Experience:





10-15years of experience in leading programmes or projects focused on skilldevelopment, employment generation, womens economic empowerment, or labourmarket development in India

Strongunderstanding of the socio-cultural, economic, and policy-related factorsaffecting female labour force participation in paid jobs in India and respectivestates, with experience in addressing these through actionable interventions.

Proventrack record of engaging with state departments and the private sector tostrengthen female labour force participation .

Technical Expertise:

Knowledgeof the drivers of low FLFP, such as gender norms, access to education and skilldevelopment, childcare, workplace conditions, and social security frameworks.

Provenexpertise in skill ecosystem design, curriculum localisation, and demand-driventraining models with a particular focus on aspirational jobs.

Familiaritywith national skilling programs and regulatory frameworks (e.g., NSDC, NCVET,MSDE guidelines), PPP modalities, blended finance tools, and governmentprocurement rules relevant to skilling and infrastructure development.

Key Skills and Competencies-

Language proficiency: Exceptional verbal and written communication skills inthe local language of the state and in English.

Strategic Leadership: Demonstrated capacity to lead complex, multi-stakeholder programmes at scale.

AnalyticalThinking: Strong data interpretation skills, research, and evidence-baseddecision-making.

Negotiation: Ability to engage and persuade diverse stakeholders.

Team Building: Ability to lead and inspire a multidisciplinary team,fostering a culture of excellence and innovation.
