Sterling ITC Group is seeking an experienced skilled to establish and manage a dedicated technical recruitment and expert-sourcing function for railway and metro consultancy assignments.

The selected candidate will be responsible for identifying, approaching, evaluating and maintaining relationships with railway and metro professionals required for consultancy bids and project mobilisation. The role will support business development, proposal and project teams by ensuring that suitable key experts and supporting professionals are available against specific EOI, RFP and contractual requirements.

This is not a general corporate recruitment position. The role requires hands-on experience in sourcing infrastructure-consultancy professionals, evaluating CVs against tender criteria and maintaining submission-ready expert documentation.

Key Responsibilities

- Source key experts and technical professionals for railway, metro, high-speed rail and urban transit consultancy assignments.
- Develop and maintain a structured database of railway and metro professionals across India and international markets.
- Identify experts through LinkedIn, professional networks, referrals, railway organisations, PSUs, consultancy firms and industry associations.
- Review RFP and tender requirements to understand:
- mandatory educational qualifications;
- total and relevant experience;
- specific project experience;
- regional or international experience;
- professional registrations;
- age and availability requirements.
- Evaluate candidate CVs against specific tender criteria and prepare compliance assessments.
- Coordinate preparation and standardisation of expert CVs in prescribed client formats.
- Collect and verify supporting documents, including:
- educational certificates;
- employment certificates;
- project experience certificates;
- professional registrations;
- passport and identification documents;
- availability declarations;
- undertakings and consent letters.
- Confirm expert availability, current commitments,



notice periods and potential conflicts.
- Negotiate remuneration, mobilisation conditions and project-specific engagement terms.
- Maintain regular communication with shortlisted experts until bid submission and project mobilisation.
- Coordinate with the railway business development and proposal teams regarding expert requirements and submission deadlines.
- Support mobilisation and replacement of professionals after project award.
- Build relationships with retired and serving professionals from Indian Railways, railway PSUs, metro corporations, engineering consultancies and infrastructure organisations.
- Track professionals working with competitors and identify potential future candidates.
- Maintain confidentiality regarding live tenders, remuneration and candidate information.
- Prepare weekly reports covering sourcing progress, pending documentation, availability risks and critical expert gaps.

Required Qualifications and Experience

- Bachelor’s or master’s degree in Human Resources, Business Administration, Engineering, Construction Management or a related discipline.
- Approximately 5–10 years of experience in technical recruitment, infrastructure consultancy recruitment, key-expert sourcing or proposal staffing.
- Demonstrable experience sourcing professionals for railway, metro or major infrastructure consultancy assignments.
- Experience reviewing CVs against tender or RFP requirements.
- Understanding of qualification-based selection of key experts in engineering-consultancy proposals.
- Strong network within infrastructure consulting, railway organisations, metro corporations, PSUs or EPC and PMC firms.
- Strong written and verbal communication skills.
- Excellent documentation, coordination and follow-up abilities.
- Ability to manage multiple urgent requirements and submission deadlines simultaneously.
- Proficiency in LinkedIn Recruiter, recruitment databases, Excel and applicant-tracking systems.

Preferred Experience Preference will be given to candidates who have:

- worked with engineering consultancies bidding for railway and metro projects;
- sourced experts for Indian Railways, RVNL, IRCON, RITES, DFCCIL, NHSRCL or metro-corporation assignments;
- supported EOI, RFP, PMC, GC, DDC, DPR or construction-supervision submissions;
- worked with World Bank, ADB, JICA or other multilateral-funded consultancy proposals;
- prepared expert CVs in client-prescribed formats;
- negotiated project-based and deployment-based remuneration;
- maintained databases of retired railway and PSU professionals;
- supported post-award mobilisation and replacement of key experts.
