The Infrastructure Design & Review Manager leads the technical design, engineering review, and approval process for civil infrastructure supporting land development projects, including roads, water and sewer utilities, stormwater drainage, and dry utility services (power, gas, telecom). This role acts as the technical authority ensuring that infrastructure designs submitted by developers, consultants, or internal teams comply with engineering standards, municipal/regulatory codes, and long-term servicing requirements, while managing a team of engineers and reviewers through the design and approval lifecycle. Engineering / Development Services / Infrastructure Planning Key Responsibilities
Design Leadership
Oversee the design of civil infrastructure for land development projects, including:
Roads: geometric design, pavement structure, intersections, traffic control, active transportation (sidewalks, bike lanes), grading
Utilities: potable water distribution, sanitary sewer collection, stormwater management (SWM ponds, LID features, storm sewers), and coordination of dry utilities (electrical, gas, telecom, streetlighting)
Servicing: lot grading, servicing plans, utility corridor coordination, and connections to existing municipal infrastructure
Establish and maintain design standards, specifications, and criteria manuals consistent with municipal, provincial/state, and industry codes (e.g., AASHTO, local Design Criteria/Standards, MOE/EPA guidelines)
Ensure designs account for capacity, future growth, asset management, and lifecycle costs
Design Review & Approval
Serve as the primary technical reviewer/approver for infrastructure design submissions from external consultants and developers (e.g.,
Functional Servicing Reports, Preliminary/Detailed Design drawings, SWM reports)
Chair or participate in technical review committees; issue review comments, conditions of approval, and sign-offs
Coordinate review timelines with Planning, Legal, Building, Parks, and external utility companies
Verify compliance with subdivision agreements, development agreements, and municipal engineering standards
Track submissions through review cycles and manage resubmission/approval workflows
Team Management
Manage and mentor a team of design engineers, reviewers, and technologists
Assign project workloads, set priorities, and manage capacity across multiple concurrent development applications
Conduct performance reviews and support technical/career development of staff (including EIT/P.Eng. progression)
Project & Stakeholder Coordination
Liaise with developers, consulting engineers, contractors, and utility companies throughout design and construction.
Coordinate with Planning and Development departments to align infrastructure requirements with subdivision/site plan approvals
Represent the department in pre-consultation meetings, technical advisory committees, and public/stakeholder meetings
Support cost-sharing, front-ending, and development charge/cost recovery discussions related to infrastructure
Construction & Close-Out Support
Review as-built drawings and confirm conformance with approved designs
Support assumption/warranty processes for infrastructure being transferred to municipal or agency ownership
Coordinate inspection and quality assurance requirements with construction/field services teams
Continuous Improvement
Monitor changes to codes, standards, and regulatory requirements (municipal bylaws, provincial/state environmental regulations, AASHTO/local road standards)
Lead updates to design guidelines, standard drawings, and review checklists
Track review cycle times, approval metrics, and recurring design deficiencies to streamline the process
Required Qualifications
Bachelor's degree in Civil Engineering (or related discipline)
Professional Engineer license (P.Eng./PE) required or eligibility to obtain within a defined timeframe
7+ years of experience in civil infrastructure design and/or development review, including roads and municipal utilities (water, sanitary, storm)
3+ years of experience reviewing or approving third-party engineering designs (municipal, consulting, or agency setting)
2+ years of people management or supervisory experience
Strong working knowledge of relevant design standards and codes (e.g., AASHTO, Texas City, Frisco, Denton, McKinney local municipal design criteria, provincial/state stormwater and environmental regulations)
Experience with subdivision/site plan development processes and servicing agreements
Proficiency with civil design and review software (e.g., AutoCAD Civil 3D, GIS platforms, hydraulic/hydrologic modeling tools such as PCSWMM or SWMM)
