The Engagement Manager leads a Programme Management Unit (PMU) established by Amber & Mark for a government / regulatory client. The role owns end-to-end delivery of the engagement managing the multi-disciplinary PMU team, senior client relationships, and integrated delivery across project management, legal, digital, data, and transaction workstreams to strengthen environmental governance and regulatory performance. It calls for solid engagement-management and people-leadership capability and the confidence to advise senior client leadership.

Key Responsibilities

- Lead the PMU — Own end-to-end setup and delivery of the Programme Management Unit for the client, managing scope, timelines, budgets, quality, and outcomes.
- Manage senior client relationships — Serve as the primary interface for senior client leadership and officials.
- Lead and develop the team — Build, lead, and mentor a multi-disciplinary PMU team across project management, legal, digital, data, and transaction workstreams.
- Drive strategic advisory — Structure environmental governance, regulatory-strengthening, and institutional priorities into actionable programmes and reforms.
- Integrate delivery across workstreams — Ensure coherent delivery across consent management, compliance, digital transformation, MIS, and legal reform.
- Establish governance & review mechanisms — Set up steering committees, review cadences, and reporting for the client and firm leadership.
- Assure quality — Review and approve key deliverables — strategy documents, process designs, reports, and presentations — before submission.
- Manage engagement economics — Oversee budgets, resourcing, deployment, and the financial performance of the PMU.
- Lead stakeholder engagement — Drive consultations with regulated industries, government departments, and external stakeholders.
- Support practice growth — Identify follow-on and adjacent advisory opportunities and contribute to proposals and business development.

- Domain awareness — Understanding of environmental regulation, public-sector reform, or infrastructure delivery.
- Communication & influence — Strong communication skills with the ability to influence senior stakeholders and articulate complex ideas persuasively.

Underpinned by business acumen, ownership, and the highest standards of integrity and professional conduct in complex, politically sensitive environments. Qualifications & Experience

- Education — Bachelor’s degree in Engineering, Environmental Science, Management, Public Administration, Economics, or a related discipline.
- Preferred — Master’s / MBA / M.Tech in a relevant field; specialisation in public management, environment, or infrastructure, or candidates from premier institutions, will be particularly advantaged.
- Experience — 10+ years of experience managing end-to-end advisory engagements or PMUs, leading teams and senior client relationships, ideally in government, environmental, or infrastructure sectors.

Tools & Technical Proficiency Mandatory: MS Project or equivalent PM tools, Excel (Advanced), PowerPoint (Advanced), Word, Google Workspace, and Power BI / Tableau.

Desired: CRM / business-development tools, MIS & dashboarding platforms, and government data portals.
