: Billing Manager (High-Rise Residential Construction)

Education: Bachelor’s Degree / Diploma in Civil Engineering or Quantity Surveying.

Job Summary The Billing Manager will oversee the end-to-end measurement, quantity surveying, valuation, and invoicing processes for multi-story residential high-rise developments. This role ensures accurate certification of work executed by main contractors, sub-contractors, and vendors, as well as timely submission of interim payment certificates (IPCs) to clients/employers. The ideal candidate brings strong technical expertise in civil quantity surveying, contract management, rate analysis, and strict variation control tailored to high-rise construction.

Key Responsibilities

1. Client & Subcontractor Billing Management

- Client Invoicing: Prepare, submit, and reconcile Interim Payment Certificates (IPCs), RA (Running Account) bills, and milestone invoices for client/developer approval.
- Contractor & Vendor Bills: Scrutinize, verify, and certify contractor, vendor, and sub-contractor bills based on physical site measurements, Joint Measurement Records (JMR), and certified Bill of Quantities (BOQ).
- Variation & Claim Management: Track design/scope revisions, rate build-ups, extra items, and variation claims; ensure proper documentation and formal approvals before billing.
- Escalation & Price Adjustment: Calculate price escalations (e.g., steel, cement, labor rates) according to contractual clauses.

2. Technical Verification & Site Coordination

- Coordinate with Site Engineers, Quality Assurance/Quality Control (QA/QC) teams, and Project Managers to verify stage completions (e.g., foundation, superstructure, facade, MEP fit-outs, and finishes).
- Perform joint site inspections to verify actual quantities against reported progress drawings and BOQs.
- Validate reconciliations of major materials (steel, concrete, cement, waterproofing, facade panels)



to monitor wastage against allowable contractual limits.

3. Financial Reporting & Cash Flow Optimization

- Cash Flow Tracking: Align billing cycles with financial timelines to ensure steady cash flow for site operations.
- Reconciliation & Auditing: Prepare periodic reconciliation statements between certified amounts, work completed, and actual payments released.
- Final Accounts: Close final bills with sub-contractors, main contractors, and clients upon practical completion/handover of high-rise packages.

4. Team Leadership & Process Compliance

- Lead, mentor, and supervise site quantity surveyors and billing engineers across high-rise tower packages.
- Enforce standard operating procedures (SOPs) for billing, documentation, and auditing to eliminate financial leakages.

Key Qualifications & Skill Requirements Education & Experience

- Education: Bachelor’s Degree / Diploma in Civil Engineering or Quantity Surveying.
- Experience: 10–15+ years in construction billing and quantity surveying, with at least 3–5 years strictly managing high-rise residential projects (e.g., 20+ stories, deep foundations, structural frame, facade, MEP).

Technical & Skilled Skills

- Estimation & Rate Analysis: Deep knowledge of Schedule of Rates (SOR), BOQs, market rate analysis, and standard measurement codes (e.g., IS 1200 / SMM7 / NRM).
- Contractual Knowledge: Mastery over standard forms of construction contracts (e.g., FIDIC, GCC/LCC) and statutory tax norms (GST/VAT, retention money, TDS, bank guarantees).
- Software Proficiency:
- Advanced MS Excel (VLOOKUP, Pivot Tables, financial formulas).
- AutoCAD for drawing verification and quantity takeoff.
- Construction ERP systems (e.g., SAP, Highrise, Farvision).

Soft Skills

- Strong negotiation and dispute-resolution skills with sub-contractors and client representatives.
- High analytical acumen and sharp eye for numerical detail.
- Clear written and verbal communication for executive reporting.

Pay: ₹20,000.00 - ₹80,000.00 per month
