Job Description HR & Administration Executive (Construction / Infrastructure Industry)
Position: HR & Administration Executive
Department: Human Resources & Administration
Location: Chennai
Experience: 3–6 Years
Qualification: Any Graduate / MBA (HR) Preferred
Job Summary
We are looking for an experienced HR & Administration Executive with strong exposure to construction, infrastructure, EPC, real estate, or contracting industries. The ideal candidate should have hands-on experience in recruitment, payroll processing, statutory compliance, labour law, Labour Licence and Contract Labour Licence management, employee lifecycle management, and HR administration.
Candidates with experience in handling manpower deployed across multiple project sites and coordinating with government authorities for labour compliance will be preferred.
Key Responsibilities
Recruitment & Onboarding
- Source candidates through job portals, references, consultants, and internal databases.
- Screen and shortlist candidates based on project and business requirements.
- Conduct telephonic interviews and coordinate interview schedules.
- Prepare Job Descriptions (JDs).
- Complete joining formalities, induction, and employee documentation.
- Coordinate onboarding for employees deployed across project sites.
Payroll & Time Office Management
- Collect daily attendance from project sites and download biometric attendance records.
- Maintain attendance, leave, overtime (OT), on-duty (OD), and permission records.
- Process monthly payroll accurately within timelines.
- Prepare and validate salary sheets before payroll processing.
- Maintain employee master data and personal files.
- Generate HR MIS reports, payroll reports, and monthly HR dashboards.
Statutory Compliance
- Manage statutory compliance relating to Provident Fund (PF), Employees' State Insurance (ESI), Professional Tax, Labour Welfare Fund, and Gratuity.
- Register new employees under PF and ESI.
- Prepare monthly PF and ESI challans and coordinate statutory remittances with the Finance Department.
- Collect employee investment declarations and TDS proofs and update HRMS records.
- Coordinate employee insurance additions and deletions.
- Maintain statutory registers and compliance documentation.
- Liaise with Government Departments for statutory inspections and compliance matters.
Labour Law & Contract Labour Compliance (Mandatory)
The candidate must possess practical knowledge of labour laws applicable to the construction and contracting industry.
Responsibilities include:
- Handling Labour Licence registration, renewal, amendment, and compliance.
- Managing Contract Labour Licence under the Contract Labour (Regulation and Abolition) Act, 1970.
- Coordinating with Principal Employers, Contractors, and Government Labour Authorities.
- Ensuring compliance with applicable labour laws, including:
- Contract Labour (Regulation & Abolition) Act
- Building and Other Construction Workers (BOCW) Act
- Code on Wages
- Occupational Safety, Health and Working Conditions (OSH) Code (where applicable)
- Maintaining statutory registers, notices, and records as prescribed under labour legislation.
- Preparing documentation for labour inspections, audits, and compliance reviews.
- Coordinating labour licence applications for current project sites.
- Monitoring contractor compliance and statutory obligations.
- Assisting in labour-related legal documentation and government correspondence.
Employee Lifecycle Management
- Manage employee onboarding and offboarding processes.
- Prepare HR letters, including Appointment, Confirmation, Promotion, Transfer, Experience, Relieving, and Absconding Letters.
- Process Full & Final Settlement.
- Maintain employee records and HR documentation.
Performance Management & Training
- Coordinate induction and employee training programs.
- Maintain competency matrices and employee skill records.
- Coordinate annual performance appraisal activities.
- Consolidate appraisal ratings and communicate with Department Heads.
- Monitor monthly and quarterly employee performance.
- Organize training based on business and project requirements.
General Administration
- Conduct employee document verification and background verification.
- Coordinate issue of ID cards, email IDs, login credentials, laptops, and other official assets.
- Manage Internal Job Posting (IJP) activities.
- Coordinate travel arrangements, accommodation, and project-related logistics.
- Schedule meetings with vendors, consultants, contractors, and clients.
- Support day-to-day HR and administrative operations.

Preferred Candidate Profile
- Minimum 3 years of experience in HR Operations within the construction or contracting industry.
- Hands-on experience in Labour Licence and Contract Labour Licence compliance.
- Familiarity with labour inspections, statutory audits, and government compliance requirements.
- Ability to manage HR operations for multiple project sites independently.
- Strong knowledge of payroll, statutory compliance, recruitment, and employee lifecycle management.
