About the Role

Moonlight Placement Services is expanding into Government Manpower Outsourcing Contracts and is looking for an experienced Government Tender & Manpower Contract Manager who can independently handle the complete tender-to-execution process.

The ideal candidate should have hands-on experience with Government manpower outsourcing tenders, preferably through GeM, CPPP/eProcure and State Government e-tender portals.

Key Responsibilities

- Search and identify suitable Government manpower outsourcing tenders.
- Study tender documents, eligibility criteria, scope of work and payment terms.
- Evaluate whether the company is eligible and commercially capable of bidding.
- Prepare and coordinate technical and financial bids.
- Handle GeM, CPPP/eProcure and relevant State Government tender portals.
- Calculate manpower costs, statutory costs, service charges and overall project profitability.
- Handle EMD, Performance Security/PBG and other tender requirements.
- Coordinate preparation of tender documentation, affidavits, declarations and certificates.
- Coordinate with government departments regarding tender queries and clarifications.
- Manage awarded manpower contracts from onboarding through completion.
- Coordinate employee deployment, attendance, replacements and contract requirements.
- Ensure compliance with PF, ESIC, Bonus,



Minimum Wages and applicable labour regulations.
- Prepare and coordinate monthly invoices and supporting documents.
- Track government payments, deductions, recoveries and contract renewals.
- Maintain tender records, work orders, agreements and compliance documentation.
- Work closely with the recruitment team to ensure timely manpower deployment.

Mandatory Experience

Candidates must have practical experience in Government manpower outsourcing / staffing tenders.

Experience with the following will be strongly preferred:

- GeM manpower outsourcing
- CPPP / Central Government e-tenders
- State Government e-tender portals
- Government staffing/manpower contracts
- Labour compliance
- Government billing
- EMD / PBG / Performance Security
- Tender costing and commercial bidding

Who We Are Looking For

We are not looking for a general HR executive or a person who only knows how to upload tenders.

We need someone who understands the complete business:

Tender Search → Eligibility → Costing → Bid Submission → Contract Award → Manpower Deployment → Compliance → Billing → Payment → Contract Renewal

Candidates who have previously worked with manpower agencies, facility management companies,



staffing companies or contractors handling Government contracts are preferred.

Interview Requirement

Shortlisted candidates may be given an actual Government manpower tender and asked to explain:

- Whether we are eligible to bid
- Documents required
- Estimated manpower cost
- Statutory compliance requirements
- Recommended commercial/service charge
- Expected profitability
- Working-capital requirement
- Major risks or disqualification points
