The Manager - Accounts Payables is a senior individual contributor and team leader within the Finance Division, reporting directly to the Finance Head and Director. This role is the company's central authority for all procurement lifecycle activities and budget governance, ensuring that organizational spend is strategically planned, competitively sourced, compliantly executed, and rigorously tracked against approved financial plans.

The incumbent will bridge strategic finance planning with operational procurement execution, driving cost efficiency, supplier accountability, and budgetary discipline across all business units.

KEY RESPONSIBILITIES

A. Procurement Management
- Design, implement, and continuously improve end-to-end procurement policies, frameworks, and standard operating procedures (SOPs).
- Lead and manage the full procurement lifecycle — requisition, RFQ/RFP, vendor evaluation, negotiation, purchase order issuance, and contract closure.
- Develop and maintain an Approved Vendor List (AVL); conduct periodic vendor performance reviews and audits.




- Negotiate commercial terms with suppliers to achieve optimal cost, quality, delivery, and payment conditions.
- Ensure all procurement activities comply with company policies, internal controls, and applicable regulatory requirements.
- Collaborate with cross-functional teams (Operations, IT, Admin, Projects) to consolidate and prioritize procurement needs.

B. Budget Planning & Management
- Monitor monthly, quarterly, and annual budget utilization; prepare and present variance reports with actionable insights.
- Establish budget control mechanisms — approval workflows, spend limits, and escalation matrices — to prevent budget overruns.
- Work closely with the Finance Head to reallocate resources and re-forecast budgets in response to business changes.
- Evaluate capital expenditure (CAPEX) requests and provide financial justification assessments.
