Deputy General Manager – Railway Civil Tendering (Pre-Tendering), Estimation & Costing

About the Role

We are looking for an experienced Railway Civil Pre-Tendering skilled with a strong background in Railway and Metro Civil EPC projects. The ideal candidate must currently be handling end-to-end pre-tendering activities, including tender analysis, BOQ preparation, quantity estimation, cost estimation, rate analysis, bid pricing, technical & commercial bid preparation, and tender submission for Railway Civil infrastructure projects.

Key Responsibilities

• Lead end-to-end pre-tendering activities for Railway & Metro Civil EPC projects.

• Review tender documents, drawings, BOQs, technical specifications, EPC contracts and bid conditions.

• Prepare BOQs, quantity take-offs, detailed quantity estimations, cost estimates and rate analysis.

• Prepare technical and commercial bid proposals and support end-to-end bid submissions.

• Develop bid pricing strategies,



cost models and value engineering proposals.

• Coordinate with design consultants, planning teams, procurement teams, vendors and subcontractors during bid preparation.

• Conduct site visits, tender analysis and participate in pre-bid meetings.

• Prepare comparative statements, vendor evaluations and commercial assessments.

• Review engineering drawings including GADs, alignment drawings, cross-sections and construction details for quantity estimation.

• Maintain estimation databases, tender documentation and cost records.

• Support post-award handover and tender clarification activities whenever required.

Must-have Qualifications

• Bachelor's Degree in Civil Engineering (B.E. / B.Tech).

• Current hands-on experience leading end-to-end Railway or Metro Civil EPC Pre-Tendering.

• Current hands-on experience in Tender Analysis, BOQ Preparation, Quantity Estimation, Cost Estimation, Rate
