We are delivering a payment services regulatory engagement for a Qatar-based client and is seeking an experienced payments and prepaid-cards specialist to support and review the work on a contract basis. You will act as a subject-matter expert and quality reviewer across regulatory submission documents, operating-model design and compliance frameworks for a card-issuing programme being taken through Qatar central bank licensing process. This is a remote, fixed-term freelance engagement suited to someone who has done this work hands-on in the GCC and can bring practitioner judgement, not just theory.

Success in the role means the submission pack and supporting frameworks are accurate, internally consistent, aligned to current regulatory expectations, and ready to withstand regulator scrutiny — with issues caught early and explicit, practical fixes provided.

Responsibilities
- Review and strengthen regulatory submission documents for a prepaid card-issuing programme, ensuring accuracy against Qatar central bank payment services and licensing requirements.




- Provide expert guidance on card issuing and prepaid programmes, including scheme routing, BIN sponsorship dependencies and settlement architecture (pooled escrow vs direct central-bank accounts).
- Advise on Wage Protection System (WPS) and payroll-linked card requirements, including salary-cycle controls and file processing.
- Review standard operating procedures (SOPs), process flows, RACI and reconciliation routines for operational soundness and audit-readiness.
- Assess safeguarding, fund segregation and escrow arrangements across customer funds, merchant proceeds and operating funds.
- Review AML/CFT frameworks — CDD/EDD, transaction monitoring, sanctions and suspicious-transaction reporting — against applicable GCC requirements.
- Flag gaps a regulator would probe (outsourcing, business continuity, data residency, consumer protection, complaints handling, wind-down) and recommend concrete remediation.
