The Billing Engineer is responsible for preparing, managing, and tracking project bills, ensuring accurate measurement, documentation, and timely submission in line with contract terms. The role requires coordination with site engineers, contractors, and clients to maintain financial accuracy of the project.
Key Responsibilities
1. Billing & Measurement
- Prepare RA (Running Account) bills and final bills for submission to client
- Prepare Material Reconciliation for Client Supply Material
- Checking RA (Running Account) bills and final bills of subcontractors/vendors
- Take measurements from site and verify quantities executed
- Maintain measurement books (MB) and billing records
- Ensure all billing is in line with BOQ (Bill of Quantities) and contract terms
2. Documentation & Verification
- Material Indenting
- Check and verify contractor bills with site execution
- Checking Material Reconciliation of Subcontractors
- Maintain proper documentation for approvals and audits
- Prepare rate analysis for extra/non-BOQ items
- Maintaining Extra Items Log and Subcontractor Debit log
- Track work progress vs billing milestones
3. Coordination
- Coordinate with site engineers, project managers, and contractors
- Liaise with clients/consultants for bill certification
- Support procurement and accounts teams for payment processing
4. Cost Control & Reporting
- Monitor project costs and highlight deviations
- Prepare billing reports, cash flow forecasts, and cost summaries
- Assist in budget tracking and financial planning
5. Contract Management
- Interpret contract clauses related to billing and payments
- Handle variations, claims, and change orders
- Ensure compliance with contractual terms and conditions
Required Skills & Competencies
- Strong knowledge of BOQ, rate analysis, and quantity surveying
- Proficiency in MS Excel and billing software (e.g., ERP systems)
