Role Overview:
The Head – Tendering & Pre-Contracts is a key leadership role responsible for leading the organization's tendering, estimation, and pre-contract activities. The role ensures the submission of technically sound, commercially competitive, and profitable bids while minimizing project risks. Working closely with Business Development, Design, Procurement, Finance, and Project teams, the incumbent will drive winning bid strategies, strengthen commercial processes, and support business growth. The role will also spearhead efforts to identify and capitalize on recent business opportunities, strategic partnerships, and market opportunities.

Roles and Responsibilities:
Tendering & Bid Management

 Lead and manage the complete tendering lifecycle from opportunity identification through bids submission
 Review tender documents, drawings, specifications, BOQs, contracts, and commercial requirements
 Develop bid strategies to maximize project win rates while ensuring profitability
 Establish and implement bid/no-bid evaluation processes




 Ensure timely submission of technically compliant and commercially competitive proposals
 Coordinate with Design, Procurement, Finance, and Project teams during tender preparation Estimation & Cost Management
 Oversee preparation and validation of detailed cost estimates, BOQs, quantity take-offs, and rate analyses
 Drive value engineering initiatives to optimize project costs and enhance competitiveness
 Develop and maintain cost databases, historical benchmarks, and market intelligence
 Ensure pricing accuracy and alignment with organizational margin objectives Commercial & Risk Management
 Review contractual terms and commercial conditions associated with tender opportunities
 Identify commercial, financial, and execution risks and recommend mitigation measures
 Participate in commercial negotiations with clients, consultants, PMCs, vendors, and subcontractors.
