Role Overview: The Civil & Construction Expert shall be responsible for providing technical oversight and engineering support for infrastructure works undertaken under the NAFED PACS Project within the assigned State.
The role involves review of designs and drawings, construction supervision, quality assurance, quantity verification, and certification of bills to ensure that all civil and structural works are executed in accordance with approved standards, specifications, project guidelines, and timelines.
The incumbent shall work closely with NAFED, State-level stakeholders, consultants, contractors, PACS, and implementing agencies to ensure the successful execution and completion of project infrastructure components.
2.
Key Roles and Responsibilities
A.
Design Review and Technical Evaluation
Review architectural, civil, and structural designs, drawings, estimates, and specifications submitted by consultants and contractors.
Verify compliance of designs with applicable engineering standards, codes, safety requirements, and project specifications.
Assess structural adequacy, functionality, constructability, and cost-effectiveness of proposed designs.
Review design modifications and recommend necessary improvements or corrective measures.
Provide technical inputs during project planning, implementation, and project review stages.
Support evaluation and approval of technical proposals related to project infrastructure works.
B.
Construction Supervision and Site Monitoring
Supervise construction activities at project sites to ensure compliance with approved drawings, technical specifications, and construction schedules.
Conduct regular site inspections and monitor physical progress of civil and structural works.
Verify implementation of project activities according to approved quality standards.
Identify site-level technical issues and recommend corrective actions for timely resolution.
Monitor contractor performance and adherence to project timelines and deliverables.
Ensure proper execution of civil, structural, finishing, and related infrastructure works.
Verify achievement of construction milestones and completion of project activities.
C.
Quality Assurance and Quality Control
Establish and monitor quality assurance and quality control procedures for construction works.
Ensure compliance with approved construction methodologies, technical specifications, and safety standards.
Conduct inspections of materials, workmanship, and completed works.
Verify quality test reports, laboratory results, and compliance documentation.
Monitor use of approved materials and construction practices.
Identify quality deficiencies and recommend corrective and preventive actions.
Assist in quality audits, inspections, and technical evaluations.
D.
Bill Verification and Quantity Certification
Verify contractor bills,
running account (RA) bills, and final bills based on actual work executed.
Review and certify measurements, quantities, and progress claims submitted by contractors.
Verify quantities against approved drawings, estimates, and site measurements.
Check compliance of executed works with approved specifications before certification.
Assist in preparation, review, and certification of Measurement Books (MBs).
Ensure transparency, accuracy, and accountability in quantity verification and bill certification processes.
Support financial monitoring related to construction activities.
E.
Progress Monitoring and Reporting
Monitor project implementation progress against approved construction schedules and work plans.
Prepare periodic technical progress reports and site inspection reports.
Track achievement of construction milestones and project deliverables.
Report project delays, technical risks, cost escalation issues, and implementation challenges.
Provide recommendations for improving project efficiency and timely completion.
Support preparation of presentations, technical notes, and project review documents.
F.
Stakeholder Coordination and Technical Support
Coordinate with Project Coordinators, contractors, consultants, PACS representatives, and State-level implementing agencies.
Participate in technical review meetings, site inspections, progress review meetings, and stakeholder consultations.
Provide technical guidance and clarification to implementation teams whenever required.
Facilitate resolution of engineering and execution-related issues.
Support capacity-building initiatives and technical awareness activities under the project.

Compliance, Safety and Documentation
Ensure compliance with applicable building codes, engineering standards, project guidelines, and statutory requirements.
Monitor implementation of occupational health and safety measures at project sites.
Maintain records of inspections, site observations, test reports, certifications, and technical approvals.
Document project progress through reports, photographs, measurements, and technical records.
Support audits, technical assessments, and project evaluation exercises.

Educational Qualifications
Essential Qualification
Bachelor’s degree in civil engineering from a recognized university/institution.
Preferred Qualification
Master's Degree in Structural Engineering, Construction Management, or related discipline.
Professional certification in Project Management, Construction Management, Quality Management, or Structural Design will be an added advantage.

Experience
Essential
Minimum 5-8 years of relevant experience in civil engineering, structural engineering, construction supervision, infrastructure project management, quality assurance, and quantity verification.
Experience in supervision and execution of building construction and infrastructure projects.
Desirable
Experience in warehouse, storage infrastructure, agricultural infrastructure, cooperative sector projects, government projects, or rural development programmes.
Experience working with NAFED, NABARD, NCDC, State Government Departments, Cooperative Institutions, or similar organizations.
Experience in bill verification, measurement certification, and contractor management.
