Sr. Manager HR & PA

Position Summary
We are looking for an experienced Sr. Manager HR & PA to lead the complete Human Resources and Plant Administration function for a manufacturing/chemical/polymer plant. The position will be responsible for strategic and operational HR, employee relations, industrial relations, statutory compliance, recruitment, contract labour management, plant administration, security, facilities, and employee welfare activities.
The ideal candidate should have strong hands-on experience in plant HR, industrial relations, labour law compliance, union management, contract labour, and administration, with the ability to independently manage a large plant workforce and maintain a positive and disciplined work environment.
Key Responsibilities
1. Plant HR Management
- Lead the overall HR function for the plant and ensure effective implementation of HR policies and processes.
- Develop and implement HR strategies aligned with plant operational and business requirements.
- Manage manpower planning, budgeting, workforce productivity, attendance, leave, transfers, promotions, and employee lifecycle activities.
- Partner with Plant Head and functional managers to understand manpower requirements and resolve people-related issues.
- Monitor employee performance, discipline, absenteeism, attrition, and workforce productivity.
- Ensure effective communication of company policies, procedures, and management decisions to employees.
2. Recruitment & Manpower Planning
- Manage end-to-end recruitment for plant operations, production, engineering, maintenance, quality, EHS, stores, logistics, and administrative functions.
- Prepare manpower plans based on production requirements, business expansion, and operational needs.
- Coordinate with department heads for manpower requisitions and recruitment priorities.
- Manage recruitment of permanent, temporary, trainee, apprentice, and contract manpower.
- Ensure timely deployment of manpower as per plant requirements.
- Develop and maintain a strong talent pipeline for critical plant positions.
3. Industrial Relations & Employee Relations
- Maintain harmonious and productive relationships between management, employees, workers, and union representatives.
- Act as the primary point of contact for industrial relations and employee grievance management.
- Handle employee complaints, disciplinary matters, grievance escalations, and workplace conflicts.
- Conduct negotiations with unions and employee representatives wherever required.
- Identify potential areas of employee unrest and take preventive measures to avoid labour disputes.
- Support management during collective bargaining, settlements, negotiations, and other industrial relations matters.
- Ensure proper documentation and resolution of disciplinary and grievance cases.
4. Labour Law & Statutory Compliance
- Ensure strict compliance with applicable labour and employment legislation, including:
- Factories Act, 1948
- Industrial Disputes Act, 1947
- Employees' Provident Funds (PF) regulations
- Employees' State Insurance (ESI) regulations
- Contract Labour regulations
- Minimum Wages / applicable wage regulations
- Payment of Bonus and Gratuity requirements
- Shops & Establishments provisions, wherever applicable
- Applicable state labour laws and local labour commissioner requirements
- Ensure timely submission of statutory returns, registers, records, licences, and other compliance documentation.
- Coordinate with government authorities, labour departments, inspectors, and statutory agencies during inspections and audits.
- Keep management updated on changes in labour legislation and ensure timely implementation.
5. Contract Labour Management
- Manage the complete lifecycle of contract labour deployed at the plant.
- Monitor contractor manpower deployment, attendance, wage payments, statutory compliance, and documentation.
- Ensure contractors comply with applicable labour laws, PF, ESI, wages, safety requirements, and other statutory obligations.
- Coordinate with contractors regarding manpower shortages, performance issues, disciplinary matters, and workforce deployment.
- Conduct regular audits of contractor compliance and take corrective action where required.
6. Shift & Workforce Management
- Oversee workforce deployment and shift roster planning in coordination with plant operations.
- Ensure adequate manpower availability across all shifts.
- Monitor attendance, overtime, absenteeism, shift discipline, and manpower utilization.
- Coordinate with production and engineering teams to address manpower gaps.
- Ensure efficient deployment of contract and permanent workforce according to operational requirements.
7. Plant Administration
- Lead overall plant administration activities and ensure smooth day-to-day operations.
- Oversee:
- Plant security
- Housekeeping
- Canteen services
- Transportation
- Facility management
- General administration
- Employee welfare facilities
- Visitor and access management
- Manage administrative vendors and service providers.
- Monitor service quality, contracts, costs, and performance of outsourced service providers.
- Ensure a safe, clean, disciplined, and employee-friendly plant setting.
8. Security Management
- Oversee plant security operations, including security personnel deployment, access control, visitor management, and material movement controls.
- Coordinate with security agencies and ensure adequate security coverage across shifts.
- Establish and monitor security procedures and emergency response protocols.
- Investigate security-related incidents and implement preventive measures.
9. Employee Welfare & Facilities
- Ensure effective management of canteen, transportation, housekeeping, medical facilities, welfare amenities, and other employee services.
- Regularly evaluate employee facilities and identify areas for improvement.
- Coordinate employee welfare activities, engagement initiatives, celebrations, and plant-level events.
- Ensure compliance with statutory welfare requirements applicable to the plant.
10. HRIS / SAP-HR
- Maintain accurate and timely employee data through HRIS / SAP-HR.
- Ensure proper management of employee master data, attendance, leave, organizational structures,
and HR reports.
- Generate HR analytics and MIS related to manpower, absenteeism, attrition, overtime, recruitment, and workforce productivity.
- Use HR systems to improve process efficiency, reporting, and decision-making.
11. HR Policies & Process Improvement
- Develop, review, and implement HR and administrative policies suitable for the plant environment.
- Standardize HR processes and improve operational efficiency.
- Identify gaps in existing HR practices and implement corrective and preventive actions.
- Support management in developing employee retention and engagement strategies.
- Ensure consistent application of HR policies across departments and employee categories.
12. Audits, MIS & Reporting
- Prepare regular HR and administration reports for Plant Head and senior management.
- Track key HR metrics such as:
- Headcount
- Manpower cost
- Attrition
- Absenteeism
- Overtime
- Recruitment status
- Contract labour deployment
- Employee grievances
- Training and development
- Statutory compliance
- Coordinate and support internal, external, statutory, customer, and compliance audits.
- Ensure timely closure of audit observations and corrective actions.
Required Skills & Competencies
- Strong knowledge of plant HR and industrial relations.
- Excellent understanding of labour laws and statutory compliance.
- Strong experience in union management and collective negotiations.
- Excellent negotiation, communication, interpersonal, and conflict-resolution skills.
- Strong leadership and people-management capabilities.
- Ability to handle sensitive employee and industrial relations matters independently.
- Strong decision-making and problem-solving skills.
- Good knowledge of HRIS / SAP-HR.
- Strong administrative and vendor-management capabilities.
- Ability to work effectively in a manufacturing/chemical/polymer plant environment.
- Strong understanding of workforce planning and contract labour management.
Qualification & Experience
- Qualification: MBA/PGDM in Human Resources, MSW, or equivalent qualification preferred.
- Experience: 20+ years of overall experience in HR & Administration, preferably in a manufacturing, chemical, polymer, petrochemical, or process industry.
- Candidates with extensive experience in plant HR, industrial relations, labour law compliance, union handling, and contract labour management will be preferred.
- Experience in managing a large-scale plant workforce and working closely with Plant Head / senior management is highly desirable.
