Job Summary

We are looking for an experienced and result-oriented Tender Manager to lead the end-to-end tendering and bidding process for Government, PSU and private EPC/infrastructure projects.

The candidate will be responsible for identifying tender opportunities, studying tender documents, coordinating technical and commercial inputs, preparing competitive bids, ensuring compliance, managing EMD/BG requirements, and submitting tenders within stipulated timelines.

The ideal candidate should have strong experience in handling tenders related to CSPDCL, CSPTCL, Distribution, Transmission, Substations, Solar, Railways, Airports, Ports, Roads & Buildings, Civil Infrastructure and other EPC projects.

Key Responsibilities

1. Tender Identification & Opportunity Management

- Identify and monitor recent tenders from Government Departments, PSUs, DISCOMs, Railways, Airports, Ports and other infrastructure organizations.
- Track tender opportunities through e-tendering portals, GeM, government websites and other relevant platforms.
- Evaluate tender eligibility, project scope, estimated value, technical requirements and commercial viability.
- Prepare tender opportunity reports and recommend suitable bids to management.

1. Tender Document Study

- Thoroughly review NIT, RFP, BOQ, technical specifications, eligibility criteria, GCC/SCC, scope of work and commercial conditions.
- Identify critical qualification requirements, deviations, risks and contractual obligations.
- Prepare tender compliance checklists and ensure all mandatory documents are available.
- Review previous tender/project data for benchmarking and bid strategy.

1. Technical & Commercial Bid Preparation

- Coordinate with Engineering, Projects, Procurement, Finance, Accounts, Legal,



HR and Management for preparation of bids.
- Prepare technical and commercial proposals as per tender requirements.
- Analyze BOQ, rate schedules, quantities and project specifications.
- Coordinate rate analysis, costing and estimation with the estimation/accounts team.
- Develop competitive pricing strategies while maintaining project profitability.
- Prepare comparative statements and management approval notes before bid submission.

1. Government & PSU Tendering

Experience in handling tenders for organizations/projects such as:
- CSPDCL – Chhattisgarh State Power Distribution Company Limited
- CSPTCL – Chhattisgarh State Power Transmission Company Limited
- State DISCOMs and TRANSCOs
- Electricity Distribution & Transmission Projects
- RDSS / Rural Electrification Projects
- Substation Projects
- Solar & Renewable Energy Projects
- Indian Railways / Railway EPC Projects
- Airport Infrastructure Projects
- Port & Marine Infrastructure Projects
- Roads & Building Projects
- Government Civil & Electrical EPC Projects

1. E-Tender Submission

- Manage complete online tender submission through relevant e-procurement portals.
- Ensure timely uploading of technical, financial and supporting documents.
- Coordinate DSC, EMD, Tender Fee, Performance Security, Bank Guarantee and other financial requirements.
- Ensure zero-error submission before the tender deadline.




- Maintain proper records of submitted tenders and bid documents.

1. Tender Clarification & Post-Bid Activities

- Coordinate pre-bid queries and clarification requirements.
- Prepare and submit technical/commercial clarifications.
- Monitor technical evaluation, financial bid opening and tender status.
- Coordinate with clients regarding tender-related communications.
- Analyze tender results and prepare bid performance reports.

1. Contract & Commercial Review

- Review major contractual terms, payment conditions, LD clauses, retention, performance guarantees, insurance and risk provisions.
- Identify commercial and contractual risks before bid submission.
- Coordinate with the Legal and Finance teams for review of critical clauses.
- Support contract negotiations and post-award documentation.

1. Team Management

- Lead and supervise the tendering team.
- Allocate tenders and responsibilities among team members.
- Establish timelines for tender preparation and submission.
- Review tender documents prepared by team members.
- Ensure accuracy, quality and timely completion of all bids.

Required Experience
- 8–15 years of experience in Tendering / Bidding / Estimation / Contracts / Business Development.
- Strong experience in Government, PSU and EPC tenders.
- Experience with electrical, civil, transmission, distribution, solar or infrastructure projects.
- Candidates with experience in CSPDCL/CSPTCL and other State DISCOM/TRANSCO tenders will be preferred.
- Experience handling large-value tenders will be an advantage.
- Strong understanding of BOQ, estimation, costing, eligibility criteria and tender conditions.

Pay: ₹30,000.00 - ₹70,000.00 per month
