Role Purpose To apply recognised system safety and functional safety methods to identify, assess and manage risk on complex engineering systems, and to produce clear, well-evidenced and traceable safety assurance outputs in accordance with relevant legislation, standards and good practice.
Key Technical Responsibilities
- Apply the system safety lifecycle in accordance with recognised functional safety and RAMS standards, including IEC 61508, IEC 61511 and EN 50126 / EN 50128 / EN 50129.
- Apply the Common Safety Method for Risk Assessment (CSM-RA) to identify hazards, evaluate and categorise risk, apply the three risk acceptance principles and manage risk through to acceptance.
- Ensure projects meet applicable requirements under the Common Safety Method, the Railway Interoperability Regulations (RIR) and relevant UK rail industry standards.
- Develop and maintain core system safety artefacts, including safety plans, system definitions, hazard logs and records, safety requirements, safety justifications and engineering safety cases.
- Develop system safety and authorisation strategies, including the safety evidence and justification required to support authorisation and entry into service.
- Plan, facilitate and record hazard identification and analysis activities, including HAZID, HAZOP and LOPA workshops.
- Undertake qualitative and quantified risk analysis using techniques such as fault tree analysis (FTA), event tree analysis (ETA), FMEA / FMECA, bow-tie analysis and quantified risk assessment (QRA).
- Derive, allocate, verify and track safety requirements and safety integrity levels (SIL) to closure through the hazard log.
- Demonstrate that risk has been reduced so far as is reasonably practicable (ALARP)
and produce robust, proportionate safety justifications.
- Support reliability, availability and maintainability (RAM) analysis and the definition of associated targets.
- Provide safety evidence and technical input to the independent safety assessment process, including engagement with Assessment Bodies (AsBo), Notified Bodies (NoBo) and Designated Bodies (DeBo).
- Provide technical guidance on the application of CSM-RA, EN 50126, safety requirements, safety evidence, risk assessment and hazard management.
- Review and verify technical safety documentation for suitability, sufficiency, consistency and traceability.
- Interpret engineering design information, analysis outputs and operational data to inform safety assessments and evidence.
Key Technical Skills and Experience
Essential
- Sound working knowledge of the system safety lifecycle and safety assurance principles.
- Practical application of functional safety standards (IEC 61508 and IEC 61511) and / or RAMS standards (EN 50126, EN 50128, EN 50129).
- Strong understanding of the Common Safety Method for Risk Assessment (CSM-RA) and its practical application.
- Strong understanding of the Railway Interoperability Regulations (RIR) and associated authorisation requirements.
- Competence in hazard identification and analysis techniques (HAZID, HAZOP,
LOPA).
- Competence in risk assessment and analysis techniques (FTA, ETA, FMEA / FMECA, bow-tie, QRA).
- Experience developing safety plans, system definitions, hazard records, safety requirements, safety cases and safety justifications.
- Understanding of safety integrity concepts (SIL) and requirement derivation, allocation and verification.
- Understanding of the ALARP principle and proportionate risk reduction.
- Sound knowledge of relevant health and safety legislation and its application to complex, high-hazard engineering environments.
- Ability to interpret technical and engineering information and to produce high-quality technical documentation with robust attention to detail.
- Demonstrable experience as a practising system safety engineer within a complex, safety-critical or high-hazard engineering environment.
Desirable
- Experience with reliability, availability and maintainability (RAM) analysis and target setting.
- Experience applying system safety methods across more than one high-hazard sector or discipline.
- Experience using hazard log, safety analysis or requirements-management tools.
- Familiarity with relevant British Standards and International Standards.
- Experience working within formalised safety, assurance or management-system processes.
- Degree-level qualification in engineering, safety, risk management or a related discipline.
- Chartered or incorporated engineer status, or working towards professional registration.
- Membership of a relevant professional institution, such as IET, IMechE, IChemE, IOSH or the Safety and Reliability Society (SaRS).
