Role Purpose:

Assess the health, equity, and beneficiary implications of public health programme implementation by applying epidemiological, quantitative, qualitative, and health-systems analysis, and translate the evidence into practical insights for programme and policy decisions.

Key Responsibilities:

- Assess the likely and observed health impact of interventions and explain the pathway from programme activities to service coverage, behaviour, and health outcomes.
- Interpret population-health data, disease trends, programme indicators, service-delivery measures, and health-outcome data.
- Review programme performance from epidemiological, equity, beneficiary, social-impact, and health-systems perspectives.
- Analyse who benefits, who may be left behind, and how results vary across geography, gender, socioeconomic status, and other dimensions of vulnerability.
- Integrate quantitative analysis with qualitative evidence, stakeholder feedback, beneficiary perspectives, and implementation context.
- Prepare impact narratives, learning briefs, evaluation summaries, periodic reviews, and evidence-based materials for senior leadership.
- Work with government counterparts, programme teams, technical specialists, and data teams to validate findings and translate evidence into practical recommendations

Minimum Education: Master's degree required in epidemiology, public health, global health, health systems, biostatistics, health economics, or a related discipline. A master's degree in public health or epidemiology is preferred.

Minimum Experience

Minimum 6 years of relevant experience in applied epidemiology, public health research, programme evaluation, health impact assessment, health systems research, or social-impact consulting.

Mandatory Experience

- Applied epidemiology experience, including the ability to interpret population-health data, disease trends, programme indicators,



and health-outcome measures.
- Direct experience engaging government officials or public-sector institutions while supporting programme implementation, research, evaluation, policy, or learning.
- Experience analysing ongoing programme implementation and linking implementation progress with expected or observed health and population-level outcomes.
- Experience assessing equity, beneficiary impact, and differences in outcomes across population groups.

Preferred Profile Experience in programme evaluation, health impact assessment, health systems research, equity analysis, social-impact measurement, or evaluation of donor-funded public health programmes is preferred. The candidate should combine technical rigour with strong judgement, clear writing, and the ability to explain complex findings to non-technical stakeholders.
