Job Summary
We are looking for an experienced and commercially strong Senior Purchase Manager to lead the end-to-end procurement function for Liaison Bank's projects and operations in Mumbai.
The candidate will be responsible for strategic sourcing, vendor development, price negotiation, procurement planning, purchase orders, material availability, cost optimization, contract management and supplier performance. The role requires strong exposure to construction/real-estate procurement and the ability to coordinate closely with project, engineering, site, finance, stores and management teams.
Current Mumbai procurement roles in construction and MEP commonly emphasize end-to-end sourcing, techno-commercial evaluation, negotiation, vendor development, BOQ/specification review, ERP/Excel reporting and timely material delivery.
Key Responsibilities1. Strategic Procurement
- Develop and implement procurement strategies aligned with project requirements and company budgets.
- Plan procurement for civil, MEP, electrical, plumbing, HVAC, fire-fighting, finishing and other project-related requirements.
- Identify opportunities for cost reduction, bulk purchasing, rate contracts and value engineering.
- Maintain an updated procurement plan based on project schedules and material requirements.
2. Vendor Development & Management
- Identify, evaluate and onboard reliable suppliers, manufacturers, contractors and service providers.
- Develop a strong vendor network across Mumbai and other relevant markets.
- Conduct vendor performance reviews covering price, quality, delivery, service and payment terms.
- Maintain approved vendor lists and alternate sources for critical materials.
- Build long-term relationships with key suppliers while maintaining commercial discipline.
3. Sourcing & Negotiation
- Float enquiries/RFQs and obtain competitive quotations from multiple vendors.
- Analyse quotations on price, specifications, quality, lead time, taxes, freight, warranty and payment terms.
- Lead commercial negotiations and achieve the best possible combination of cost, quality and delivery.
- Benchmark market rates and identify price variations.
- Negotiate annual/rate contracts for frequently purchased materials.
4. Purchase Order Management
- Review purchase requisitions, indents, BOQs and approved specifications.
- Prepare/review comparative statements and obtain necessary approvals.
- Ensure accurate preparation and release of Purchase Orders.
- Monitor PO terms, quantities, rates, delivery schedules and payment conditions.
- Track open POs and ensure timely closure.

Construction & MEP Procurement The candidate should preferably have hands-on experience in procurement of items such as:
- Cement, steel, RMC and construction materials
- Bricks, blocks, sand and aggregates
- Plumbing and sanitary materials
- Electrical cables, wires, panels and switchgear
- Lighting and electrical accessories
- HVAC equipment and accessories
- Fire-fighting systems and materials
- Pumps, valves and piping
- Tiles, flooring and finishing materials
- Doors, windows, hardware and aluminium
- Building services and MEP equipment
- Tools, consumables and site materials
Construction procurement roles in Mumbai commonly include material sourcing, vendor evaluation, comparative statements, specification compliance and ensuring timely availability at project sites.
- Coordination With Project & Site Teams
- Coordinate with project managers, site engineers, architects, MEP teams, stores and planning departments.
- Understand project requirements and procurement timelines.
- Ensure materials reach sites as per approved schedules.
- Resolve supply delays, quality issues and quantity discrepancies.
- Maintain continuous communication between vendors and project teams.
7. Cost Control & Budget Management
- Monitor procurement against approved budgets.
- Identify opportunities for cost savings without compromising quality.
- Conduct regular price benchmarking.
- Track procurement savings and cost-avoidance initiatives.
- Escalate major price variations and budget deviations to management.
8. Quality & Compliance
- Ensure materials comply with approved specifications, drawings, standards and project requirements.
- Coordinate with technical teams for material approvals.
- Verify relevant test certificates, warranties and quality documentation where required.
- Avoid procurement of non-approved or substandard materials.
9. Delivery & Supply Chain Management
- Monitor supplier production and dispatch schedules.
- Follow up on pending deliveries and critical/long-lead items.
- Maintain adequate material availability to prevent project delays.
- Develop alternate suppliers for high-risk or critical materials.
- Coordinate with logistics and stores for smooth receipt of materials.
10. Contract & Commercial Management
- Review commercial terms, vendor agreements and service contracts.
- Negotiate payment terms, credit periods, warranties, penalties and delivery commitments.
- Manage vendor disputes and commercial issues.
- Ensure procurement documentation is complete and audit-ready.
11. Team Management
- Lead and mentor purchase executives,
buyers and procurement coordinators.
- Allocate procurement responsibilities and monitor team performance.
- Establish standard procurement procedures and approval workflows.
- Ensure timely completion of procurement activities.
12. MIS & Management Reporting

Educational Qualification
Preferred:
- Bachelor's degree in Civil Engineering / Mechanical Engineering / Electrical Engineering / Supply Chain / Procurement / Commerce or related field.
- MBA/PGDM in Supply Chain Management, Operations or Procurement is an added advantage.
Experience
- 10–15 years of overall purchase/procurement experience.
- Minimum 5 years in a managerial/senior procurement role preferred.
- Strong experience in real estate, construction, infrastructure, EPC or MEP procurement.
- Mumbai-based vendor and market knowledge will be an advantage.

Pay: ₹50,000.00 - ₹150,000.00 per month
