Role Summary The Assistant Manager, HR (India) will be responsible for managing end-to-end HR operations, payroll, statutory and labour law compliance, employee relations, HR analytics, MIS reporting, budgeting, and workforce cost forecasting across multiple locations in India. The role requires regular travel to project sites and regional offices to ensure consistent implementation of HR policies, statutory compliance, operational excellence, and workforce governance. The incumbent will play a critical role in providing data-driven HR insights, compliance oversight, and support to business leaders in manpower planning and workforce management.

Key Responsibilities

1. Payroll Management

- Manage end-to-end monthly payroll processing across multiple locations.
- Ensure accurate processing of salaries, overtime, incentives, reimbursements, bonuses, arrears, and deductions.
- Process Full & Final settlements accurately and within agreed timelines.
- Coordinate with the Finance team for salary disbursement, payroll reconciliation, and variance analysis.
- Handle payroll-related employee queries and maintain payroll records.
- Ensure timely processing of statutory deductions including PF, ESI, PT, Labour Welfare Fund, and Income Tax (TDS).
- Manage Form 16 issuance and payroll-related statutory compliance.
- Ensure payroll data accuracy and compliance with company policies and legal requirements.

2. Statutory Compliance & Labour Law Management

- Ensure compliance with all applicable labour laws and statutory regulations across locations.
- Manage PF, ESI, Professional Tax, Labour Welfare Fund, Bonus, Gratuity, CLRA, Shops & Establishment Act, Maternity Benefits Act, Payment of Wages Act, and other applicable labour legislations.
- Ensure timely filing of statutory returns and remittances.
- Maintain statutory registers, records, licenses, and documentation.
- Coordinate with government authorities during inspections, audits, and statutory enquiries.
- Track changes in labour legislation and implement compliance requirements proactively.
- Monitor contractor labour compliance and ensure adherence to all statutory obligations.
- Conduct periodic compliance reviews and recommend corrective actions where required.

3. HR Operations

- Manage attendance, shift records, leave administration, leave encashment, and employee lifecycle processes.
- Maintain employee records, personnel files, HR documentation, and HRIS data integrity.
- Ensure implementation and adherence to HR policies, SOPs, and company procedures across all locations.
- Manage employee onboarding, confirmations, employee transfers, promotions, and separations.
- Support and coordinate internal and external HR audits.
- Maintain confidentiality of employee records and sensitive HR information.
- Drive continuous improvement of HR processes, systems, and controls.

4. HR Analytics, MIS & Reporting

- Develop, maintain, and publish monthly HR MIS reports for management review.




- Create and manage HR dashboards covering key workforce metrics and trends.
- Analyze workforce data and provide actionable insights to management.

- Recruitment metrics

- Employee demographics

- Contractor workforce

- Compliance status
- Perform workforce analytics to support talent planning and business decision-making.
- Track and report location-wise, project-wise, and department-wise HR metrics.
- Ensure data accuracy, consistency, and integrity across HR systems.
- Provide periodic management presentations and executive summaries on HR performance indicators.

5. Budgeting, Forecasting & Workforce Planning

- Prepare and manage the annual HR budget.
- Develop manpower cost budgets covering payroll, employee benefits, statutory contributions, recruitment costs, training expenses, travel costs, and employee engagement initiatives.
- Prepare monthly, quarterly, and annual workforce cost forecasts.
- Support annual operating plans, budgeting exercises, and long-term manpower planning.
- Monitor actual HR expenses against approved budgets and identify variances.
- Conduct variance analysis and recommend corrective actions to optimize costs.
- Track payroll cost movements, overtime expenses, contractor labour costs, and statutory liabilities.
- Partner with Finance and business leaders for manpower budgeting and workforce planning.
- Provide management with cost reports, forecasts, workforce planning models, and budget utilization dashboards.
- Support strategic decisions through data-driven workforce and cost analysis.

6. Employee Relations

- Address employee grievances related to payroll, attendance, leave, statutory benefits, and HR policies.
- Guide employees and managers on HR policies and procedures.
- Support disciplinary processes in accordance with company policies and applicable laws.
- Maintain harmonious employee relations and promote a positive work environment.
- Support employee engagement and welfare initiatives.
- Coordinate with business leaders and site management to resolve day-to-day HR issues effectively.
- Provide guidance on employee conduct, policy adherence, and workplace discipline matters.

7. Travel & Site HR Coordination

- Conduct periodic visits to project sites and regional offices.
- Perform HR operational audits and statutory compliance audits at locations.
- Ensure consistent implementation of HR policies, processes, and compliance standards across all sites.
- Coordinate with site leadership on workforce administration, employee relations,



payroll inputs, and statutory compliance matters.
- Review contractor workforce records and compliance documentation during site visits.
- Submit detailed site audit reports highlighting observations, non-compliance areas, risks, and corrective actions.
- Drive standardization of HR practices across locations.
- Recommend and implement process improvements to strengthen HR governance and operational effectiveness.

Required Skills & Competencies

- Strong knowledge of Indian labor laws and statutory compliance.
- Hands-on experience in payroll management and HR operations.
- Expertise in PF, ESI, PT, TDS, Gratuity, Bonus, CLRA, Shops & Establishment Act, and related statutory requirements.
- Robust understanding of HR budgeting, workforce planning, and manpower cost forecasting.
- Proficiency in HRMS, payroll systems, and employee databases.
- Advanced Microsoft Excel skills including Pivot Tables, VLOOKUP/XLOOKUP, dashboards, and data analysis.
- Strong HR analytics, MIS reporting, and dashboard development capabilities.
- Should be very good in MS Excel, word & PPT
- Excellent analytical and problem-solving skills.
- Strong communication, stakeholder management, and interpersonal skills.
- Ability to work independently and manage multiple priorities.
- High attention to detail and compliance orientation.
- Ability to manage HR operations across multiple locations.
- Willingness to travel extensively across India.

Educational Qualification

- MBA / PGDM in Human Resources, Personnel Management, or Industrial Relations.
- Bachelor's degree in any discipline.
- Certification in labor laws, payroll management, HR analytics, or compliance management will be an added advantage.

Experience

- 610 years of relevant experience in HR operations, payroll, statutory compliance, labor law management, and HR analytics.
- Experience handling multi-location operations within manufacturing, engineering, EPC, or project-based organizations.
- Experience in managing blue-collar and white-collar workforces would be preferred.
