Position: HSE Executive Laboratory Relocation Project

Job Title: HSE Executive

Reporting To: HSE Lead (Client)

Location: Major Client location at Bengaluru - Outer ring road.

Job Purpose:

To lead and coordinate all Health, Safety, and Environmental (HSE) activities associated with the relocation of laboratory facilities from the existing site to a new location. The role is responsible for ensuring safe dismantling, packing, transportation, installation, commissioning, and startup of laboratory equipment, chemicals, and associated infrastructure while maintaining compliance with applicable HSE standards and regulatory requirements.

Key Responsibilities

Project Planning & Risk Assessment

- Conduct HSE risk assessments for laboratory relocation activities.
- Develop project-specific HSE plans, procedures, and safe work practices.
- Identify hazards related to equipment dismantling, lifting operations, transportation, chemical handling, and installation.
- Review relocation schedules and integrate HSE requirements into project plans.
- Participate in project meetings and provide HSE guidance.

Laboratory Decommissioning

- Ensure safe shutdown and decommissioning of laboratory operations.
- Verify proper segregation, labeling, and inventory of chemicals and hazardous materials.
- Coordinate disposal of unwanted chemicals and laboratory waste.
- Ensure laboratory equipment is isolated and made safe before dismantling.
- Verify utility disconnections are completed safely.

Contractor & Vendor Management

- Conduct contractor HSE inductions.
- Review contractor method statements and risk assessments.
- Monitor contractor compliance with site safety requirements.
- Conduct toolbox talks and safety briefings.




- Ensure competency verification of contractors involved in lifting and rigging activities.
- Issuing work permits to contractor for respective work.

Equipment Relocation Safety

- Monitor dismantling, packing, and transportation of laboratory equipment.
- Ensure lifting equipment inspections and certifications are valid.
- Lifting plan to be reviewed and prepare for heavy lifting.
- Verify protected rigging and lifting operations.
- Coordinate transportation safety requirements.
- Ensure protection of sensitive analytical and testing equipment during movement.

Site Safety Inspections

- Conduct routine HSE inspections at both old and new locations.
- Identify and close safety observations.
- Monitor housekeeping standards.
- Verify compliance with permit-to-work requirements.
- Ensure corrective actions are implemented and tracked to closure.
- Liaise with local emergency services when necessary.
- Support audits and inspections.

New Laboratory Startup & PSSR

- Conduct Pre-Startup Safety Review (PSSR) before laboratory commissioning.
- Verify installation and functioning of safety equipment.
- Ensure emergency exits, eyewash stations, safety showers, and fire protection systems are operational.
- Support laboratory readiness assessments.
- Verify closure of HSE punch-list items before occupancy.

Qualifications

Education

- Bachelor's Degree or Diploma in Engineering, Safety, Environmental Science, Chemistry, or related field.

Experience

- 3 years of HSE experience.
- Experience in facility relocation, commissioning, shutdown, or construction projects preferred.

Duration: Project-based (3-18 months) or Permanent, depending on business needs.
