Compensation

Annual Pay Range: $65,860.36 - $83,931.89

Hourly Pay Range: $31.663636 - $40.351870

Salary offers will be made within the posted pay range and will be based on the candidate's experience (paid or unpaid) that is directly relevant to the position.

Job Details And Qualifications

Clackamas County is seeking a detail-oriented Grants Accountant 1 to join our Grants team. This is an excellent prospect for an early-career accounting professional to build expertise in governmental grant accounting while working alongside experienced accountants and grant professionals.

As a Grants Accountant 1, you will support grant accounting operations by assisting with financial reporting, grant tracking, expenditure analysis, reconciliations, and other accounting activities that ensure grant funds are managed responsibly and comply with regulations. This is a developmental role designed to help you build the knowledge and experience needed to take on increasing responsibility over time.

You will review grant revenues and expenditures, assist with grant draw requests, prepare journal entries, reconcile accounts, maintain financial records, and help prepare financial reports and supporting schedules. Working closely with senior accountants, you will also assist with payroll redistributions, cost allocations, fiscal reviews, and audit support while collaborating with departments across the County to promote accurate reporting and compliance with federal, state, county, and Generally Accepted Accounting Principles (GAAP).

Required Minimum Qualifications/Transferrable Skills:

- A minimum of three (3) years of experience in accounting
- Any combination of relevant experience and education that would likely provide the required knowledge and skills may substitute for the required years of experience

- Knowledge of generally accepted accounting principles (GAAP) and basic accounting practices
- Strong attention to detail, organizational skills, and the ability to prioritize multiple assignments
- Strong written and verbal communication skills
- Ability to analyze financial information, reconcile accounts, and prepare accurate financial records and reports
- Ability to work collaboratively with employees across multiple departments




- Proficiency using Microsoft Excel and other financial or accounting software applications

Preferred Qualifications/Transferrable Skills:

- A Bachelor's degree in Accounting from an accredited business college or university
- Experience performing accounting or bookkeeping functions in a governmental or public sector environment
- Experience supporting grants, contracts, or other restricted funding sources
- Experience with enterprise financial systems such as PeopleSoft, Oracle, or similar ERP systems
- Experience preparing reconciliations, journal entries, financial reports, or supporting audit activities
- Knowledge of governmental accounting standards and grant compliance requirements

TYPICAL TASKS Duties may include but are not limited to the following:

- Reviews and tracks grant revenues and expenditures to ensure compliance with state, federal, and county requirements, established policies, and Generally Accepted Accounting Principles, under the supervision of senior accountants or the Grant Manager.
- Performs account reconciliations, draw requests, journal entries, and routine fiscal reviews as directed, and prepares supporting work papers, proofs, and schedules.
- Assists in preparing financial statements and reports as directed, ensuring general ledger accounts and related reports accurately reflect the assigned program’s financial position.
- Supports senior accountants with routine tasks, such as preparing and reviewing journal entries, processing payroll redistributions or cost allocations, and performing other entry-level accounting duties.
- Assists with internal and external audits by examining and verifying documents and reports to ensure compliance with internal controls, professional standards, and applicable laws and policies. Participates in resolving audit findings under the guidance of senior accounting staff.

WORK SCHEDULE This position is included in the County’s alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. This position is eligible for hybrid on-site/telework and is based on the Department’s business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager at the time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site in Clackamas County.
