Role purpose The GCC Officer is responsible for leading and governing the enterprise technology services landscape across Group functions and subsidiary companies. The role is accountable for building a stable, secure, scalable, and business-aligned IT organization that supports current operations and enables future growth, standardization, and transformation across the Group.

Role summary
This is a senior enterprise IT leadership role. The position is expected to establish a professional Group IT function that combines operational command, governance discipline, platform oversight, vendor control, and business-facing maturity. The Group will work closely with the CDO, Chief Enterprise Architect, CISO, enterprise platform leaders, and subsidiary stakeholders to ensure that technological services are reliable, well governed, and aligned with business priorities.

Key mandate
· Build and institutionalize the Group IT operating model across enterprise applications, service management, workplace technology, infrastructure-linked operations, and vendor-led services.
· Lead and govern the enterprise technology landscape spanning Oracle, ServiceNow, Microsoft platforms, and overall IT Operations including ITSM, ITAM, and ITOM disciplines.
· Establish strong service ownership, measurable support performance, release and change discipline, asset visibility, and executive reporting across the Group.
· Improve end-user trust and business confidence in IT by driving stability, transparency, responsiveness, and operational accountability.
· Support the CDO initiatives in Smart Constructions, Manufacturing Excellence, Data Lake, Agentic and other emerging technologies for EPC and Manufacturing (SEP/SELCO).
· Support the Group CDIO in creating a unified technology backbone across Holding and subsidiaries while balancing standardization with practical business flexibility.
Detailed responsibilitiesGroup IT leadership and operating model
· Lead the Group IT function across enterprise support, service management, platform operations, workplace services, and operational governance.
· Define structures, roles, escalation paths, governance forums, and service ownership across Group and subsidiary technology operations.
· Create a practical operating model that is scalable, measurable, and capable of supporting enterprise-wide growth and transformation.
Technology landscape ownership
· Provide enterprise run-state leadership for Oracle platforms, ServiceNow, Microsoft ecosystem technologies, and related connected services.
· Ensure these platforms are governed as one business technology landscape rather than isolated technical towers.
· Work closely with architecture, cyber, cloud, and digital leaders so platform decisions remain aligned with enterprise standards and business priorities.
Oracle Fusion for the Group and 10+ subsidiaries
· Oracle Fusion, Enterprise Performance Management, Primavera p6 and Unifier
· Own the Group Oracle Fusion architecture, organization setup
ServiceNow and enterprise service management
· Own the Group service management agenda across incident, request, problem, change, release, asset, configuration, and operations management processes.
· Strengthen ServiceNow as the enterprise backbone for ITSM, ITAM, ITOM, service workflows, support measurement, and service automation.
· Drive service level management, ageing control, root cause discipline, known error management, and service reporting.
Microsoft and digital workplace governance
· Lead operational governance of the Microsoft landscape covering productivity, collaboration, workplace enablement, support readiness, and license discipline.
· Improve user experience, responsiveness, and support transparency across digital workplace services.
· Drive standardization and control over workplace technology services across Group entities.
IT operations and service assurance
· Lead end-to-end IT operations, including service monitoring, major incident handling, operational risk visibility, support coordination, and resilience planning.
· Establish stronger controls over day-to-day IT run operations, service quality, and issue escalation.
· Build service assurance routines that provide confidence in uptime, support readiness, and operational performance.
Vendor and commercial governance
· Govern managed service providers, support partners, implementation partners, and strategic technology vendors.
· Drive commercial discipline, accountability, and service quality from external partners while ensuring the right capability remains in-house.
· Create a vendor governance model that supports Group priorities instead of fragmented local arrangements.
Transformation and continuous improvement
· Lead the modernization of the IT function from reactive support to a mature enterprise services organization.
· Drive service improvement initiatives across support quality, automation, ITSM maturity, workplace services, reporting, and platform operations.
· Support enterprise transformation programmes by ensuring IT services and operational foundations are ready to scale.
Stakeholder engagement and executive reporting
· Act as the senior IT operations and enterprise technology services leader.
· Build trusted relationships with business leaders, subsidiary stakeholders, and functional executives across the Group.

Candidate Profile
· 18 or more years of experience in enterprise IT, technology leadership, IT operations, service management, or enterprise platform governance roles.
· Strong experience leading enterprise-scale IT functions across multiple business units, legal entities, or geography.
· Demonstrated ownership of business-critical enterprise technology landscapes involving Oracle, ServiceNow, Microsoft platforms, and core IT operations.
· Proven experience establishing or maturing ITSM, ITAM, ITOM, support governance, service assurance, and vendor-led operating models.
· Experience in EPC, engineering, procurement, construction, industrial, infrastructure, energy, or similar project-driven organizations is strongly preferred.
· Strong command of stakeholder engagement, executive reporting, team leadership, service improvement, and vendor governance.
