Job Overview:
The Deputy General Manager HSE will be responsible for developing, implementing, and monitoring Health, Safety, and Environmental (HSE) policies, procedures, and programs across all project sites and corporate offices. The role ensures compliance with applicable statutory regulations, client requirements, and company standards while fostering a strong safety culture throughout the organization.
Responsibilities and Duties:
HSE Strategy & Leadership
- Develop and implement the organization's HSE strategy aligned with business objectives.
- Lead and drive a proactive safety culture across all projects and operational locations.
- Provide strategic guidance to project teams, site management, and senior leadership on HSE matters.
- Establish HSE goals, KPIs, and performance monitoring systems.
Compliance & Governance
- Ensure compliance with applicable HSE laws, regulations, standards, and client requirements.
- Monitor adherence to ISO 45001, ISO 14001, and other relevant management systems.
- Liaise with regulatory authorities, clients, consultants, and auditors on HSE-related matters.
- Conduct periodic compliance reviews and ensure closure of observations.
Project HSE Management
- Oversee HSE implementation across multiple EPC/construction projects.
- Review and approve project-specific HSE plans, risk assessments, method statements, and emergency response plans.
- Ensure effective implementation of Permit-to-Work (PTW) systems and critical safety procedures.
- Monitor contractor and subcontractor HSE performance.
Risk Management
- Identify workplace hazards and ensure implementation of risk mitigation measures.
- Lead incident investigations, root cause analysis, and corrective/preventive action programs.
- Analyze HSE trends and recommend improvement initiatives.
- Ensure emergency preparedness and response mechanisms are established and tested.
Training & Awareness
- Develop and implement HSE training programs for employees, contractors, and site personnel.
- Promote safety awareness through campaigns, toolbox talks, workshops, and leadership engagement.
- Mentor and develop HSE teams across project sites.
Audits & Inspections
- Plan and conduct internal HSE audits, inspections, and safety reviews.
- Facilitate external audits by clients, certification bodies, and regulatory authorities.
- Monitor closure of audit findings and corrective actions.
Environmental Management
- Ensure compliance with environmental regulations and sustainability requirements.
- Monitor waste management, pollution prevention, resource conservation, and environmental impact controls.
- Promote environmentally responsible practices across projects.
Reporting & Documentation
- Prepare and present HSE performance reports to senior management.
- Maintain HSE records, statistics, incident reports, and compliance documentation.
- Track and report leading and lagging safety indicators.
Qualifications & Experience:
- Any Graduate
- Diploma/Advanced Diploma in Industrial Safety recognized by relevant authorities.
- 20-25 years of experience in HSE management within EPC, construction, infrastructure, oil & gas, power, industrial, or contracting organizations.
- Minimum 10 years in a senior leadership role managing multiple projects.
- Experience handling large-scale EPC projects and diverse contractor workforces.
- Robust knowledge of Indian statutory HSE regulations and international best practices.
