Role: Support legal petitioning; policy research; analysis of laws, regulations, policy briefs, governance-focused reports, structured documents, case notes, and memos; assistance with stakeholder consultations; and contributions to presentations for government and district state leadership. Form the chronology of instructions and developments in terms of circulars, GOs, synthesize data, and field insights on citizen engagement projects and initiatives.
Qualifications: LLB, LLM, Forensic Science, Cybersecurity, Public Policy from top-tier colleges. Constitutional Law & Civic Law, Public Policy, Political Science, Economics, Business Law, Labor, Employment Law relevant to governance and public policy context; legal notes, policy briefs, SIR Petitions, legal research, policy analysis, synthesis of qualitative & quantitative information.
- Petitions related to constitutional law, human rights, and justice reform to draft evidence-based policy recommendations; legal think tanks, public defenders to strategize systemic interventions.
- Electoral Law & RPA Compliance sits at the intersection of election law and grassroots administration. Driving legal compliance, safeguarding candidate nominations, auditing electoral rolls, structuring election petitions under RPA, 1950, 1951, alongside (ECI) directives.
- Synthesize complex legal precedents and statutory provisions into legal submissions, representations, and social sector initiatives: advantage.
- Voter Roll Audit & Filings: Revision of electoral rolls under Sections 14–24. Identify illegal voter additions, bulk deletions, intentional clerical errors and file official claims/objections (Form 6, 7, 8).
- Constituency & Polling Logistics: Evaluate polling station allocations and boundary alignments under Section 25 to ensure compliance with ECI distance and accessibility norms.
- Draft formal legal representations to EROs, District Election Officers (DEOs), and Chief Electoral Officers (CEOs)
regarding voter roll grievances.
- Administrative rules, state service acts, and national laws of (BNS). Legal frameworks include the Maharashtra Civil Services (Discipline and Appeal) Rules, 1979, Official Duties Rules, 2013.
- Operational Process of Maharashtra Police Act,,1951, Maharashtra Village Police Act.
- Special Intensive Revision (SIR) & Electoral Compliance heads field level and legal interventions governed by Section 21(3) of RPA, 1950 and Article 324 of the Constitution of India.
- Supervise booth-level verification against historical SIR databases (2002–2004 rolls) to ensure seamless self-mapping and parent/grandparent-progeny mapping for voter eligibility verification.
- Monitor the movement and door-to-door enumeration of (BLOs). Track locked house notices and mandate required repeat visits before any elector is categorized as 'untraceable'.
- Deploy data analytics to track Demographically Similar Entries (DSE), Photo Similar Entries (PSE), logical errors, and unexpected demographic shifts before draft publication.
- BLA Certified Deployment: Build and train a network of certified BLAs for every polling booth as permitted under ECI guidelines to ensure continuous party representation during enumeration.
- Verification Oversight: Ensure BLAs cross-verify BLO enumeration sheets, collect copy receipts of submitted forms, and maintain booth-level shadow voter lists.
- Escalation Protocol: Systematize real-time reporting protocols for BLAs to flag procedural non-compliance, refusal of forms, or biased enumeration directly to (DEO),
Chief Electoral Officer (CEO)
- Statutory Appeals (Section 24, RPA 1950): Draft and file formal administrative appeals before the CEO against orders passed by EROs rejecting valid inclusions or accepting unlawful deletions.
- Representation & Writ Petitions: Prepare high-level legal representations and draft Writ Petitions under Article 226 for High Courts in cases of structural voter suppression, mass procedural violations, or arbitrary deletion of electors.
- MCC & Offence Monitoring (RPA 1951): Interface with campaign legal teams to monitor electoral roll tampering or administrative collusion under Sections 134–136 of the RPA 1951
- Vernacular language fluency (Marathi essential, along with skilled English drafting skills.
- Draft Roll Audit: Conduct comprehensive audits upon publication of the Draft Electoral Roll (under Rule 10–12 of Registration of Electors Rules, 1960) to isolate non-citizens, deceased voters, permanently shifted electors, and wrongful exclusions.
- Form 6 (Inclusion): Institutionalize field workflows for first-time voters and unrepresented eligible electors.
- Form 7 (Objection/Deletion): File legal objections backed by physical verification against illegal entries, duplicate enrollments, deceased electors.
- Form 8 (Correction/Shifting): Coordinate corrections in voter particulars, address changes, PwD tagging.
- Hearing Representation: Present formal submissions in ERO/AERO hearings (Rule 19–21, RER 1960) to support claims, contest arbitrary rejections.
- Candidates who have worked ( internship to fellowship )in and with Chief Minister's Offices, High Courts, District Courts, Minister's Offices, Parliament of India, Supreme Court. Senior Judges. Only shortlisted candidates with valid documents will be contacted. Candidate will work with MLA's, District Presidents, Minister and District Collector.
