About Haryana Rising

Haryana Rising, an initiative supported by The Convergence Foundation, is a new independent think-and-do tank dedicated to making Haryana India's premier growth engine. Anchored in the state's long-term vision, the organisation will work in close partnership with the Government of Haryana to accelerate economic growth, create high-quality jobs and improve living standards.

It will pursue two long-term pillars: (i) creating world-class cities and (ii) export-led industrial growth. During its first two to three years, the organisation will focus almost exclusively on transforming Gurugram into India's leading world-class city before expanding its work across Haryana. It will remain a lean, entrepreneurial institution that builds on the best ideas from leading think tanks and practitioners, adapting them to Haryana rather than duplicating existing research.

Position Summary

We are seeking an exceptional Founding CEO to establish and lead Haryana Rising. The CEO will define the institution's vision and priorities, recruit and mentor a high-calibre team of 5–7 professionals, build trusted relationships with the Chief Minister's Office, Chief Secretary, senior government officials, industry leaders and civil society, and establish Haryana Rising as the state's most credible partner for economic transformation.

The role combines institution building, rigorous policy analysis, stakeholder engagement and implementation support. Success will be measured by tangible policy reforms and improvements in Haryana's growth trajectory, beginning with Gurugram's urban transformation.

Key Responsibilities

- Set the long-term strategy and annual priorities for Haryana Rising.
- Lead the first phase focused on making Gurugram a world-class city through reforms in governance, urban planning, municipal finance, infrastructure, mobility and service delivery.
- Subsequently expand the organisation's work to export-led industrial growth and statewide competitiveness.




- Recruit, develop and inspire a multidisciplinary team of exceptional professionals.
- Build evidence-based policy recommendations drawing on global and Indian best practices.
- Translate analysis into practical reforms and implementation roadmaps for government.
- Develop trusted partnerships with GMDA, MCG, state departments, industry, philanthropies, universities and leading think tanks.
- Help develop data dashboards, pilot initiatives and monitoring mechanisms to support reform implementation.
- Build Haryana Rising into a respected, independent institution known for analytical rigour, practical solutions and measurable impact.

Experience & Qualifications

- Approximately 15–20 years of leadership experience in consulting, public policy, government, economics, infrastructure, urban development or related fields.
- Robust understanding of economic growth, cities, competitiveness and public policy.
- Demonstrated success engaging senior political, bureaucratic and industry stakeholders.
- Experience building and leading high-performing teams.
- Postgraduate qualification in Economics, Public Policy, Management,
- Urban Planning or a related discipline preferred.

Within 3–5 years, the CEO will have established Haryana Rising as the state's leading independent policy institution; built a high-performing team; supported major reforms in Gurugram's governance, finance and urban services; created trusted partnerships across government and industry; and expanded the organisation's agenda to export-led industrial growth and transformation across Haryana.
