Job Purpose
The EHS Engineer is responsible for implementing, monitoring, and continually improving Health, Safety, and Environment (HSE) management systems across gas handling and processing facilities. The role focuses on ensuring safe operations, regulatory compliance, risk management, emergency preparedness, and the promotion of a strong safety culture. The incumbent will work closely with operations, maintenance, contractors, and management teams to identify hazards, prevent incidents, and ensure adherence to applicable safety standards and procedures.
Key Responsibilities1. Safety Management & Risk Control
- Conduct routine safety inspections, audits, and compliance assessments of gas facilities, including pipelines, compressors, gas processing plants, storage tanks, and related infrastructure.
- Identify, assess, and control hazards associated with gas leaks, high-pressure systems, flammable gases, hazardous materials, confined spaces, and other operational risks.
- Support and monitor the implementation of Permit to Work (PTW) systems for high-risk activities.
- Facilitate Job Safety Analysis (JSA), Hazard Identification and Risk Assessment (HIRA), and toolbox talks before commencement of work.
- Monitor critical activities such as hot work, confined space entry, lifting operations, excavation work, and maintenance shutdown activities.
- Ensure safety procedures, work instructions, and safe operating practices are effectively implemented across all work areas.
- Verify the availability and proper use of personal protective equipment (PPE) and other safety controls.
2. Incident Investigation & Corrective Actions
- Lead and participate in the investigation of incidents, accidents, unsafe acts, unsafe conditions, and near-miss events.
- Utilize structured root cause analysis techniques such as 5-Why Analysis, Fishbone Diagrams, and Cause Mapping to identify contributing factors.
- Develop, recommend, and track Corrective and Preventive Actions (CAPAs) to prevent recurrence.
- Monitor closure of investigation findings and verify the effectiveness of implemented actions.
- Prepare comprehensive investigation reports and communicate lessons learned throughout the organization.
3. Compliance & Management Systems
- Ensure compliance with applicable national and international regulations, codes, and standards including PESO, OSHA, ISO 45001, ISO 14001, and other relevant statutory requirements.
- Support the development and implementation of HSE policies, procedures, standards, and operational controls.
- Participate in safety studies such as HAZOP, HAZID, risk assessments, and process safety reviews.
- Maintain Safety Data Sheets (SDS), chemical inventories, emergency response procedures, and regulatory documentation.
- Coordinate with regulatory agencies, auditors, and internal stakeholders during inspections and compliance reviews.
- Assist in implementing and maintaining Integrated Management Systems (IMS) and other corporate HSE frameworks.
4. Training, Awareness & Safety Culture
- Conduct safety induction programs for employees, contractors, and visitors.
- Deliver refresher training on workplace hazards, emergency preparedness, permit systems, PPE usage, confined space safety, and fire prevention.
- Organize mock drills including fire emergencies, gas leakage scenarios, evacuation exercises, and emergency response simulations.
- Promote behavioral safety initiatives and encourage proactive reporting of hazards and near misses.
- Support safety campaigns, awareness programs, and employee engagement activities to strengthen safety culture.
- Coach supervisors and operational personnel on leadership accountability and safety responsibilities.
5. Monitoring,
Reporting & Performance Improvement
- Maintain accurate safety records, inspection reports, incident logs, audit findings, training records, and compliance documentation.
- Monitor and analyze leading and lagging safety indicators such as Total Recordable Incident Rate (TRIR), Lost Time Injury Frequency Rate (LTIFR), first aid cases, near-miss frequency, and safety observations.
- Prepare monthly and periodic HSE reports for management review and regulatory submissions.
- Track safety objectives, targets, and key performance indicators (KPIs).
- Recommend engineering controls, administrative controls, and process improvements to reduce workplace risks and improve operational safety.
- Support continuous improvement initiatives aimed at enhancing HSE performance and operational excellence.
Qualifications & Experience
- Bachelor's Degree or Diploma in Engineering, Industrial Safety, Environmental Science, Occupational Health & Safety, or related discipline.
- Recognized professional qualification in Industrial Safety preferred.
- Minimum 3-8 years of relevant experience in gas facilities, oil & gas, petrochemical, manufacturing, or process industries.
- Knowledge of PTW systems, HAZOP, HIRA, emergency response, incident investigation, and ISO management systems.
- Strong understanding of gas handling hazards, fire protection systems, and process safety requirements.
