Role Summary:

We are seeking a Senior Procurement Manager to lead the end-to-end proposal lifecycle for US Federal, state and local contracts, from opportunity identification through award. The ideal candidate has robust expertise in FAR-based solicitations, cost/price modeling, subcontractor coordination, and compliance documentation, and can independently manage multiple concurrent bids in a fast-paced environment.

Responsibilities:
- Lead end-to-end development of federal proposals, RFQs, and RFP responses in strict accordance with FAR clauses, ensuring full compliance with solicitation instructions and evaluation criteria while strengthening the company's competitive posture.
- Develop cost and pricing models for contracts ranging from $10K to $5M+.




- Coordinate with subcontractors, OEMs, and service providers to ensure compliance with flow-down clauses, small business subcontracting requirements, and Buy American / Trade Agreements Act provisions.
- Author and maintain compliance artifacts including Compliance Matrices, PWS/SOW crosswalks, Past Performance write-ups, and Risk Mitigation Plans, ensuring full traceability to solicitation requirements.
- Track and evaluate federal opportunities via SAM.gov, assessing bid/no-bid decisions based on capability fit and competitive risk.
