Role & responsibilities
- Lead project billing and quantity measurement for major Oil & Gas projects.
- Prepare and submit RA bills, progress claims, final bills, and variation claims as per contract requirements.
- Review BOQ, contract documents, drawings, specifications, and approved rates for accurate billing.
- Verify site measurements, work quantities, and supporting documents before bill submission.
- Manage client and subcontractor billing, including reconciliation of certified and executed quantities.
- Prepare and track variation orders, extra items, rate analysis, and deviation statements.
- Coordinate with client, consultant, planning, QS, commercial, procurement, and site execution teams.
- Monitor billing progress, certification, payment status, retention, advances, and recoveries.
- Identify scope changes and potential commercial claims and ensure timely submission.
- Prepare monthly billing MIS, quantity reconciliation, cost reports, and management reports.
- Ensure billing complies with contract terms, project specifications, and client procedures.
- Follow up on bill certification and payment collection and resolve billing discrepancies.
