Technical Solution Engineer – Overseas Power Project Bids

核心职责

1.技术投标文件编制
- 独立或协作完成海外电力项目（输变电、新能源等）技术标书的编写，包括施工方法、进度计划、动员计划、现场组织计划、ESHS管理方案、质量管理控制计划等。
- Draft full technical bid documents independently or collaboratively for overseas power projects (T&D;, renewable energy, etc.), including construction methodology, schedules, mobilization, site layout, ESHS and quality control plans.
- 分析招标文件技术条款，确保方案完全响应客户需求与国际标准。
- Review tender technical specifications to ensure full compliance with client requirements and international standards.

2.技术协调与优化
- 与设计、采购、施工团队协作，整合技术输入，优化方案成本与可行性。
- Coordinate with design, procurement and construction teams to consolidate technical inputs, optimize project cost and feasibility.
- 参与投标评审，根据反馈完善技术方案。
- Attend bid reviews and revise technical proposals per review feedback.

3.知识沉淀与标准化
- 建立并维护技术标书模版库和案例库，提升团队整体交付效率与质量。
- Build and maintain standardized bid templates and case libraries to improve team delivery efficiency and quality.





任职要求

基本条件
- 本科及以上学历，工程管理、电气工程、土木工程等相关专业。
- Bachelor’s degree or above in Engineering Management, Electrical Engineering, Civil Engineering or related disciplines.
- 3年以上电力工程项目技术方案编制或投标经验，有海外项目背景者优先。
- Minimum 3 years of experience in technical proposal drafting or bid preparation for power projects; overseas project experience preferred.
- 熟悉电力工程施工流程及项目管理方法。
- Well-versed in power construction workflows and project management practices.

专业技能
- 精通技术标书编写。
- Proficient in drafting technical bidding documents.
- 熟练使用办公软件（Word/Excel/PowerPoint）、项目管理工具（MS Project/P6）等。
- Skilled in Office Suite (Word/Excel/PPT) and project management tools (MS Project / P6).
- 具备英语工作能力，可读写英文技术文件（CET-6以上，或同等水平）。
- Proficient written & reading English for technical documents; CET-6 or equivalent language level required.

综合素质
- 逻辑清晰，注重细节，具备较强的文档组织与表达能力。
- Logical thinking, detail-oriented, solid document structuring and writing skills.
- 适应跨文化协作，能承受投标期高强度工作压力。
