About the Role
We are looking for a Senior Regulatory Product Owner with 10–15 years of experience to own and drive the product vision, roadmap, and delivery of complex regulatory reporting and compliance technology programmes. You will operate at the intersection of financial services regulation, functional business analysis, and Agile product delivery — translating complex regulatory requirements into clear, actionable product backlogs and working closely with technology, risk, compliance, and operations teams to deliver solutions that meet the highest standards of regulatory accuracy, auditability, and governance.
This is a senior, high-impact role requiring deep domain expertise in financial services regulation — APRA, ASIC, MiFID II, EMIR, BCBS 239, or equivalent — combined with strong product ownership, stakeholder management, and functional analysis skills. You will be the voice of the regulator within the delivery team and the voice of the delivery team to the regulator — bridging the gap between regulatory obligation and technology solution with authority, clarity, and commercial pragmatism.
Key Responsibilities
Regulatory Product Ownership
- Own the end-to-end product vision, strategy, and roadmap for regulatory reporting and compliance technology programmes — ensuring alignment with regulatory obligations, business strategy, and technology capability.
- Translate complex regulatory requirements — APRA prudential standards, ASIC reporting rules, MiFID II, EMIR, BCBS 239, Basel III / IV — into clearly defined, prioritised, and deliverable product features and user stories.
- Define and maintain a well-groomed, prioritised product backlog — balancing regulatory deadlines, business value, technical feasibility, and risk across multiple concurrent regulatory change streams.
- Define MVP scope and incremental delivery strategies for regulatory change programmes — ensuring minimum viable compliance is achieved within regulatory deadlines while longer-term platform improvements are delivered iteratively.
- Own the Definition of Ready and Definition of Done for regulatory product deliverables — ensuring stories are well-defined, testable, and meet regulatory evidence and audit trail standards before and after development.
- Lead PI Planning activities — defining programme increment objectives, managing dependencies, and aligning regulatory delivery priorities across Agile Release Trains in Protected environments.
- Manage release planning and regulatory change governance — coordinating with change advisory, compliance, and operations teams to ensure regulatory releases meet internal governance and external submission requirements.
- Monitor and report on product delivery progress — producing clear, evidence-based status updates and product metrics for programme steering committees, CRO, and senior regulatory stakeholders.
Regulatory Functional Analysis
- Lead regulatory impact assessments — analysing new or updated regulatory rules, technical standards, and supervisory guidance to define the functional and data changes required across reporting systems.
- Produce high-quality functional specifications — BRDs, FRDs,
data mapping documents, transformation logic definitions, and acceptance criteria — that provide development teams with clear, unambiguous implementation guidance.
- Map current-state (AS-IS) regulatory reporting processes and design future-state (TO-BE) workflows — identifying gaps, inefficiencies, and compliance risks that the product roadmap must address.
- Define and validate data lineage requirements — ensuring regulatory reports can demonstrate complete, auditable traceability from source system through transformation to submission.
- Conduct gap analysis between current regulatory reporting capability and incoming regulatory requirements — producing clear gap registers with prioritised remediation plans aligned to regulatory deadlines.
- Define non-functional requirements for regulatory systems — data retention, audit trail standards, access controls, encryption, and performance under regulatory reporting cycle load.
- Collaborate with data architects, data engineers, and reporting teams to validate that regulatory data models, transformation rules, and report outputs meet functional specifications and regulatory standards.
Stakeholder Management & Governance
- Engage and manage senior stakeholders across Risk, Finance, Compliance, Technology, and Operations — building trusted relationships and effectively managing competing priorities across the regulatory programme portfolio.
- Act as the primary business interface for regulatory technology programmes — representing business and regulatory requirements to technology teams, and communicating delivery progress and risk to business leadership.
- Support engagement with regulatory bodies — APRA, ASIC, RBA — including preparation of regulatory submissions, response to supervisory queries, and evidence of compliance with regulatory standards.
- Lead and facilitate requirements workshops, design reviews, and regulatory change briefings — engaging stakeholders at all levels from operational teams to C-suite with clarity and authority.
- Manage UAT planning and coordination — engaging business users, compliance officers, and regulatory operations teams as UAT participants and owning business sign-off on regulatory deliverables.
- Contribute to programme governance — participating in steering committees, change advisory boards, and risk forums to represent the regulatory product perspective and escalate delivery risks.
- Manage third-party regulatory reporting platform vendors — Axiom SL, Vermeg, FIS, or equivalent — including product roadmap alignment, change request management, and escalation of platform issues.
Regulatory Change Management
- Monitor and interpret the regulatory change landscape — tracking APRA consultations, ASIC rule updates, global regulatory developments, and industry guidance to proactively identify and assess upcoming regulatory change obligations.
- Maintain a regulatory change register — tracking upcoming regulatory deadlines, impact assessments, delivery dependencies, and programme readiness across the regulatory portfolio.
- Lead regulatory change briefings for business and technology stakeholders — communicating the nature, timing, and impact of regulatory changes clearly and ensuring organisational readiness.
- Coordinate with legal, compliance, and risk teams to interpret regulatory requirements — resolving ambiguity, seeking regulatory guidance where needed, and translating legal language into functional product requirements.
What We're Looking For
- 10–15 years of experience in financial services — with at least 5–7 years in a Product Owner, Business Analyst, or Functional Lead role focused on regulatory reporting or compliance technology.
- Deep domain expertise in financial services regulatory frameworks — APRA prudential standards, ASIC reporting rules, MiFID II, EMIR, BCBS 239 / RDARR, Basel III / IV, or equivalent — with proven ability to translate regulatory obligations into technology requirements.
- Strong product ownership skills — backlog management, user story writing, acceptance criteria, release planning, and Agile delivery in complex, multi-stakeholder regulatory programmes.
- Excellent functional analysis capabilities — BRD / FRD writing, data mapping, process mapping, gap analysis, and traceability matrix management for regulatory reporting systems.
- Proven stakeholder management experience — engaging CRO, CFO, Head of Regulatory Reporting, Internal Audit, and regulatory bodies with confidence and credibility.
- Strong understanding of regulatory data concepts — data quality, data lineage, traceability, and audit trail standards in regulatory reporting contexts.
- Experience managing UAT for regulatory change programmes — coordinating business sign-off and producing audit-quality evidence for regulatory and internal governance.
- Proficiency with Agile delivery tooling — Jira, Confluence, Miro — and experience in SAFe or large-scale Agile regulatory programme delivery.
- Excellent written and verbal communication skills — able to translate complex regulatory requirements into clear product artefacts, stakeholder presentations, and programme governance documentation.
- Strong commercial and risk awareness — understanding the financial, reputational, and regulatory consequences of non-compliance and using this to drive pragmatic, risk-proportionate product decisions.
Nice to Have
- Experience with regulatory reporting platforms — Axiom SL, Vermeg, FIS Regulatory Reporting — including vendor management and product roadmap engagement.
- Familiarity with XBRL / XML regulatory report formats — COREP, FINREP, or APRA equivalent structured reporting formats.
- Knowledge of RegTech solutions and emerging regulatory technology — AI-driven compliance monitoring, NLP-based regulatory change management, or automated report generation.
- Understanding of data engineering concepts — ETL / ELT pipelines, data warehouse architecture, and SQL — sufficient to engage credibly with data and engineering teams on regulatory data design.
- Exposure to capital markets products — equities, fixed income, derivatives, FX — and their regulatory reporting implications.
- Experience with model risk management and BCBS 239 / RDARR programme delivery.
- Certified Scrum Product Owner (CSPO), SAFe POPM, or equivalent product certification.
- CBAP / CCBA Business Analysis certification.
- PRINCE2 / PMP project management certification.
- Experience in Australian banking — NAB, CBA, ANZ, Westpac, or equivalent — with APRA and ASIC regulatory reporting obligations.
