The vast majority of solutions that need to be cloned are Alteryx flows.
All resources should be fluent in SQL and Azure SQL DB and know their way around Azure.
Knowledge of Python and API usage is a plus but not required.
They should be able to reverse engineer solutions that may not be documented and clearly document their work.
Developer should handle business team to gather requirements and document the same.
