A. Key Roles & Responsibilities
- Advise leadership on legal risks and opportunities related to government contracts, lending-partner frameworks, procurement, and regulatory matters
- Draft, review, and negotiate MoUs, contracts, grant agreements, and procurement-related documents with vendors, partners, and government agencies
- Ensure compliance with all applicable State and national legal frameworks, including government regulations, service rules, procurement laws, and financial guidelines
- Provide inputs on legal aspects of policy frameworks, institutional design, and cross-government collaborations facilitated by ARJUN
- Coordinate with external legal counsel and State legal departments for opinion, vetting, or dispute resolution, where needed
- Develop internal templates, checklists, and knowledge products to institutionalise legal best practices across the organisation
- Assist government departments, as required, in navigating legal processes linked to externally aided projects, public procurement, or international cooperation.
B. Desired Competencies
- High-performing individual with a strong academic background and a consistent track record of excellence in relevant work experience
- Experience advising government departments, legal cells, or SPVs is highly desirable
- Sound understanding of contract law, government regulations, procurement processes, and inter-institutional agreements
- Proactive, detail-oriented, and committed to strengthening public legal systems and processes for better development outcomes
- Excellent analytical, documentation, negotiation and stakeholder engagement skills.
C. Qualification Criteria: Bachelors/Masters degree in Law from a recognised University or Skilled Institution recognised by Government.
D. Experience Criteria: Minimum 8 years post-qualification experience, in total, as a practising Advocate and/or as a Law Officer in any State or Central Government department or entity/other PSU (periods in practice and in service are added to arrive at the total experience).
