Purpose The incumbent will have the responsibility for delivering the program management of the schemes & initiatives of National Skill Development Corporation & Ministry of Skill Development & Entrepreneurship, GoI in the respective State. In addition, the incumbent will be responsible for business development, organizational development, representation, & talent management in the allocated State.

Key Responsibilities

- Support implementation of MSDE/NSDC projects/ schemes(PMKVY -CSCM, Apprenticeship, AMBER) in the State.

1.1 Coordinate with State Skill Mission on various matters on behalf of MSDE

1.2 Monitoring Visits to Training Centers, Review Workshops/Meetings, Capacity building of TPs and handholding.

1.3 Organizing workshops as needed by the Scheme PMU teams, and review workshops/meetings to improve implementation of scheme in state

1.4 SIP and process related support to local TP/ TCs and State PMUs

1.5 Resolution of IT/operational/systemic issues.

1.6 Coordination with SSCs and District Administration/District Skill Committee

- Support State in implementation of Central Skill Training Schemes like PMKVY – CSSM/ Strive/ SANKALP and other State funded Schemes

2.1 Capacity Building of the State Skill Development Mission, other relevant departments in the State on the new polices, developments, programmes & other related initiatives of MSDE/NSDC. 2.2 Support State PMU on IT / SIP and Scheme guidelines

2.3 Participation in Monthly/weekly Review Workshops/Meetings of the state TPs,

2.4 Participation in Capacity building workshops for SSDMs and District PMUs. Organizing workshops as needed by SSDM.

2.5 Resolution of operational/systemic issues c)

2.6 SSC coordination for Assessment/ certification and QP related issues

2.7 Monitoring Visits to Training Centers as and when required by state mission.

2.8 Provide thematic support to State in the conduct of State Skill Competition

- Identify new Business Opportunities with a sustainable model/revue earning model in the State 3.1 Identification of suitable business opportunities in the State in both public & private domain for the implementation of skill development & related programmes.

3.2 Supporting NSDC in the identification of Corporates willing to pool their funds for skill development activities under Corporate Social Responsibility (CSR) or other available models.

3.3 Promotion of Apprenticeship Programme-Industry Connect/Collaboration & Corporates Connect

3.4 Support in Industry Connect, NAPS Portal Handholding, Regular Monitoring, TPA recommendation





3.5 Outreach and Capacity Building of SSDMs/ Directorate of Industries/other departments of State related to NAPS

3.6 New Establishment onboarding BTP/TPA Recommendation

3.7 Connect with the Industries, MSMEs, potential employers for registration on NAPs/ASSEM/Rozgar Melas etc.

3.8 Tie up with the regional chapters of Industry Associations in the State.

- Promote Initiatives of NSDC International

4.1 Create Awareness and Capacity Building sessions for all the concerned stakeholders in the State

4.2 Facilitate Candidates Registration and Counselling.

4.3 Necessary Coordination with PMU, NSDCI and State Skill Development Mission

- Capacity Building of the Training Partners (TPs)/Academic Institutions(AI) in the State

5.1 Capacity Building of the TPs/AIs on the recent developments, IT Portal, guidelines, related processes of the skill development programme.

5.2 Design TPs' performance review mechanism, FAQs to address the queries of the Training Partners

5.3 Conduct of weekly meetings to review the performance &address; issues(payments, assessment, certification, placements etc.) of the Training Partners

- Citizen Engagement Activities

6.1 Facilitate mobilization of potential candidates for skill development schemes, RPL etc. by actively involving with SSDM, TPs, SSCs, District Skill Committees etc. in the State.

6.2 Design quarterly plans/calendars for the conduct of mobilization camps, Kaushal Melas, Rozgar Mela etc. in the State

6.3 Conduct mobilization camps, Kaushal Melas involving private training partners, State Government, Sector Skill Councils

6.4 Represent NSDC in the Kaushal Melas, Rozgar Melas & events of similar nature in the State 6.5 Explore possible areas of collaboration of NSDC in all such events

6.6 Track & share the reports of all such Rozgar Melas/Kaushal Melas conducted by PMKVY/PMKK/Fee[1]based Model TPs, SSCs, State Skill Development Mission in the State

- Conduct of India Skills, Regional Skills, State Sponsored events, Rozgar Mela etc.

7.1 Facilitate the conduct of Regional Skills Competition, Rozgar Melas, State-Level events in the State by extending necessary support on all the possible fronts.

7.2 Support the skill development events including workshop, seminars,



exhibitions etc. conducted in the respective States

7.3 Explore possible areas of collaboration of NSDC in state sponsored events

7.4 Track & share the reports of all such events by PMKVY/PMKK/Fee-based Model TPs, SSCs, State Skill Development Mission in the State

7.5 Ensure the adoption of manuals, standard operating procedures in the conduct of events

- Reporting to the members of Standing Committee (SC), Consultative Committees (CC) & MPs 8.1 Design Templates for reporting the schemes' progress & other related activities

8.2 Connect all the members of SC & CC in the respective States

- Capture best practices, Track the performance of SSDMs & progress of their skill development programmes & other Ministries schemes in the State

9.1 Design formats to capture the progress of state skill development schemes, skilling activities, best practices, events etc.

9.2 Capture the monthly progress of the State Skill Development Schemes of the SSDMs, skill development schemes of other Ministries, best practices being followed in States.

9.3 Report a minimum of 4-5 news items monthly (events/success stories/inaugurations of centres) in the State

- Operation Support to IISC, CSR, Special Projects, Market-Led Programme & other skilling programmes

10.1 Operational support to IISC, Special Projects, CSR Skilling Programme

10.2 Identification of Corporates willing to provide their funds for skilling under CSR

10.3 Lead Generation for funding/no-funding partnership models 10.4 Identification of Training Partners involved in oversees Placement Support.

Knowledge and Experience

Education Qualifications

Post Graduate Degree in Social Sciences or MBA from a reputed institute.

Experience

· Minimum 8 years of experience of working on skill development & livelihood programs with skilling and entrepreneurship focus in the private sector / social enterprises, with the demonstrated ability to foster partnerships and work with multiple stakeholders

· Prior experience in either consulting, working with skill development & livelihoods interfacing non[1]profit, foundations or corporate is preferred

Language Skills

English, Hindi

Strong verbal communication, presentation and networking skills

Good financial and budget management experience

Willing to travel extensively to and within project locations.
