Designation: Safety and Security Officer
Preferred Educational Qualification
Bachelor's degree in Security Management, Disaster Management, Fire and Safety, Industrial Safety, Criminology, Law, Public Administration, Management, or a related discipline from a recognized institution. A Diploma/Advanced Diploma in Fire and Safety, Occupational Health and Safety, Security Management, Disaster Management, or a related field will be an added advantage.
Certifications in fire safety, first aid, emergency response, disaster management, occupational health and safety, CCTV/security systems, or relevant statutory requirements will be preferred.
Experience
Minimum 510 years of progressive experience in safety, security, loss prevention, emergency management, or institutional/corporate security operations, with at least 3 years in a supervisory or managerial role, preferably in a university, educational institution, large corporate organization, hospital, industrial establishment, residential campus, or reputed institution.
Experience in campus security, emergency preparedness, fire and life safety, incident management, risk assessment, security systems, statutory compliance, and coordination with police, fire, medical, and government authorities is essential.
Role Summary
The Safety and Security Officer will be responsible for planning, implementing, monitoring, and continuously improving the University's safety, security, emergency preparedness, and risk management systems. The role will ensure a safe, secure, and resilient environment for students, faculty, staff, visitors, infrastructure, and institutional assets. The Safety and Security Officer will oversee day-to-day security operations, access control, surveillance systems, emergency response, fire and life safety, incident management, safety inspections, security personnel deployment, and compliance with applicable laws, regulations, and institutional policies.
The position will work closely with University leadership, academic and administrative departments, facilities and infrastructure teams, security agencies, local police, fire services, medical services, government authorities, and other external stakeholders to promote a strong culture of safety, security, preparedness, and accountability across the campus.
Roles and Responsibilities
- Develop, implement, and continuously review the University's safety and security strategy, policies, procedures, protocols, and emergency preparedness plans aligned with institutional objectives and applicable regulatory requirements.
- Lead and oversee day-to-day campus security operations, ensuring effective protection of students, faculty, staff, visitors, buildings, equipment, records, and other University assets.
- Plan and monitor deployment of security personnel, including shift schedules, duty posts, access points, patrol routes, control rooms, and special security arrangements for critical areas and events.
- Supervise outsourced security agencies and security personnel, ensuring compliance with contractual requirements, service standards, training requirements, attendance, discipline, grooming, conduct, and operational procedures.
- Establish and maintain effective access control systems for students, faculty, staff, contractors, vendors, visitors, vehicles, and other authorized persons entering and exiting the campus.
- Oversee the operation, maintenance, and effective utilization of CCTV surveillance, access control systems, alarm systems, communication systems, visitor management systems, and other electronic security infrastructure.
- Conduct regular security risk assessments, vulnerability assessments, safety inspections, and security audits across academic buildings, administrative offices, hostels, laboratories, libraries, parking areas, sports facilities, event venues, and other campus locations.
- Identify potential safety and security risks and recommend appropriate preventive and corrective measures to reduce the likelihood and impact of incidents.
- Develop, implement, and periodically conduct emergency response, evacuation, disaster management, business continuity, and crisis management drills and exercises.
- Ensure readiness for emergencies including fire,
medical emergencies, accidents, natural disasters, security threats, unauthorized access, violence, hazardous incidents, bomb threats, suspicious activities, and other unforeseen situations.
- Coordinate with local police, fire and emergency services, hospitals, ambulance providers, government authorities, and other external agencies during emergencies, investigations, drills, and security-related matters.
- Develop and maintain emergency response plans, evacuation procedures, assembly-point arrangements, emergency contact directories, incident escalation protocols, and communication mechanisms.
- Ensure availability, accessibility, inspection, and periodic maintenance of fire extinguishers, fire alarms, hydrants, emergency exits, emergency lighting, fire detection systems, first-aid facilities, and other life-safety equipment in coordination with relevant departments.
- Coordinate with Facilities, Engineering, Administration, Hostel Management, and other departments to identify and rectify unsafe conditions, security vulnerabilities, infrastructure risks, and potential hazards.
- Monitor compliance with applicable occupational health and safety requirements, fire safety regulations, building safety requirements, emergency preparedness standards, and other relevant statutory and institutional requirements.
- Maintain appropriate records, licenses, certificates, inspection reports, test reports, permits, compliance documents, and statutory records related to safety and security.
- Investigate accidents, incidents, security breaches, thefts, property damage, safety violations, and other reported events; prepare investigation reports and recommend appropriate corrective and preventive actions.
- Establish an incident reporting and escalation mechanism and ensure timely documentation, communication, investigation, closure, and follow-up of safety and security incidents.
- Monitor student and employee safety concerns and work with relevant University departments to address issues relating to harassment, violence, unauthorized activities, bullying, threats, substance-related concerns, and other campus safety risks, in accordance with institutional policies.
- Support the University's student safety and residential security arrangements, including hostels, transport facilities, student events, late-hour activities, and other high-occupancy or high-risk areas.
- Develop security protocols for VIP visits, examinations, convocations, conferences, cultural events, sports events, recruitment drives, large gatherings, and other major University functions.
- Conduct regular safety awareness programs, security briefings, emergency response training, fire drills, evacuation drills, first-aid awareness sessions, and other preparedness initiatives for faculty, staff, students, security personnel, and support teams.
- Promote a strong safety and security culture across the University by creating awareness regarding emergency procedures, reporting mechanisms, prohibited activities, access control, fire safety, personal safety, and responsible campus conduct.
- Review and recommend improvements in campus lighting, fencing, gates, parking arrangements, traffic movement, pedestrian safety, emergency access routes, signage, surveillance coverage, and other physical security measures.
- Monitor vehicle movement, parking security, loading/unloading activities, contractor access, material movement, and other logistics-related security requirements.
- Establish procedures for lost and found property, suspicious articles, unauthorized materials, restricted areas, key management, and controlled access to sensitive locations.
- Coordinate with vendors, contractors, service providers, and external agencies to ensure adherence to University safety and security requirements while working on campus.
- Participate in the review and approval of safety and security requirements for new buildings, renovations, laboratories, hostels, infrastructure projects, events, and major changes to campus operations.
- Assist in developing and monitoring safety and security budgets, procurement of security equipment, safety systems, emergency equipment, uniforms, communication devices, and other operational resources.
- Evaluate security and safety equipment and recommend appropriate technologies and solutions to strengthen campus protection, surveillance, emergency response, and operational efficiency.
- Maintain and periodically test emergency communication systems, security control-room procedures, communication equipment, emergency contact systems, and escalation mechanisms.
- Prepare periodic safety and security reports, incident statistics, risk assessments, audit findings, compliance reports, dashboards, and management updates for University leadership.
- Monitor security and safety KPIs, identify recurring incidents or operational gaps, and implement continuous improvement initiatives to strengthen overall campus safety and security.
- Ensure strict confidentiality and appropriate handling of sensitive security information, CCTV footage, incident reports, investigations, access records, personal information, and other confidential institutional data.
- Ensure that security operations are conducted professionally, ethically, respectfully, and in accordance with University policies, applicable laws, and principles of dignity and non-discrimination.
- Maintain effective coordination with the HR, Administration, Facilities, IT, Student Affairs, Hostel, Transport, Legal, and other departments on safety and security matters.
- Provide guidance and operational support to University leadership during emergencies, critical incidents, security threats, crisis situations, and major institutional events.
- Conduct periodic reviews of security and emergency preparedness plans and ensure recommendations arising from audits, drills, inspections, and incidents are implemented within defined timelines.
- Mentor and supervise security supervisors and other assigned personnel, promoting discipline, accountability, teamwork, skilled conduct, and continuous skill development.
- Represent the University's Safety and Security function in internal committees, meetings, audits, inspections, emergency coordination meetings, and external forums as delegated by University leadership.
- Assist in crisis management, business continuity planning, disaster preparedness, institutional risk management, and other strategic initiatives related to campus resilience and safety.
- Ensure the highest standards of vigilance, professionalism, confidentiality, integrity, accountability, and compliance in all safety and security functions.
- Perform any other duties and responsibilities related to safety, security, emergency preparedness, risk management, or institutional protection as assigned by University leadership from time to time.
