Description The Assistant Commercial Manager is responsible for providing commercial and financial management support to a portfolio of projects delivered across the Middle East region. Based in the WSP India GCC Delivery Centre, the role works closely with Project Managers, Project Directors, Commercial Managers, Finance teams, and operational leadership to ensure effective financial control, accurate forecasting, timely invoicing, and compliance with WSP governance requirements.

The role supports the commercial management of projects throughout the project lifecycle, with a particular focus on monthly billing, revenue recognition, Estimate at Completion (EAC) updates, project performance reporting, cash collection support, and contract administration. This position plays a key role in helping project teams achieve their financial targets while maintaining high standards of commercial governance and operational excellence.

Responsibilities

Project Financial Management

- Support the commercial and financial management of a portfolio of Middle East projects.

- Monitor project financial performance against budget, forecast, and business plan.

- Assist Project Managers with financial reporting and project performance reviews.

- Identify commercial risks and opportunities and escalate issues where required.

- Ensure compliance with WSP commercial policies, procedures, and governance frameworks.

Billing & Revenue Management
- Manage the monthly billing process for allocated projects across the Middle East.

- Coordinate with Project Managers and Finance teams to ensure timely and accurate invoice preparation and submission.

- Review project progress and billing status prior to invoice issuance.

- Monitor unbilled revenue and work-in-progress (WIP) balances.

- Support debt collection activities through regular follow-up on outstanding invoices.





- Assist in the resolution of billing and revenue recognition issues.

Forecasting & EAC Management
- Prepare monthly Estimate at Completion (EAC) updates for assigned projects.

- Review project budgets, resource forecasts, labour costs, and subcontract commitments.

- Analyse forecast variances and challenge assumptions where appropriate.

- Support monthly forecasting cycles and financial review meetings.

- Provide commercial commentary and performance analysis to project and business leadership.

Contract Administration
- Support the administration of client contracts and subconsultancy agreements.

- Assist with variations, change requests, contract amendments, and additional service proposals.

- Maintain commercial records and supporting documentation.

- Review contractual obligations and support project teams in understanding commercial requirements.

- Assist with the preparation of contractual correspondence when required.

Commercial Governance & Risk Management
- Support project audits and commercial reviews.

- Ensure project data is maintained accurately within WSP systems.

- Assist with risk identification, mitigation, and reporting.

- Monitor compliance with delegated authorities and approval requirements.

Stakeholder Management
- Build effective working relationships with project teams based across the Middle East.

- Collaborate closely with Finance, Operations, Project Controls, and Commercial teams.





- Act as a trusted commercial support resource for Project Managers and Project Directors.

- Participate in regular project review, forecast, and performance meetings.

Qualifications

Qualifications & Experience

Essential

- Bachelor's Degree in Commerce, Finance, Business Administration, Quantity Surveying, Economics, Engineering, or a related discipline.
- 3-7 years' experience in commercial management, project finance, project controls, or project accounting.
- Solid understanding of project financial management principles.
- Advanced Microsoft Excel and financial analysis skills.
- Experience preparing project forecasts and financial reports.
- Ability to manage multiple projects and competing priorities simultaneously.

Preferred

- Experience supporting engineering, consultancy, construction, or project management businesses.
- Experience working with Middle East projects.
- Knowledge of consultancy contracts and commercial management processes.
