Position Overview

We are seeking a talented and detail-oriented Proposal Writer to support proposal development efforts for both U.S. Federal Government and State, Local, and Education (SLED) opportunities. The ideal candidate will have experience writing and editing compelling proposal responses for public-sector clients, including Federal agencies, State governments, Local municipalities, Higher Education institutions, K-12 organizations, Transit Authorities, and Public Utilities.

The Proposal Writer will collaborate with Proposal Managers, Capture Managers, Solution Architects, Subject Matter Experts (SMEs), Program Managers, and Business Development teams to develop compliant, persuasive, and customer-focused proposals that support organizational growth and contract wins.

Key Responsibilities

Proposal Writing & Content Development
- Develop high-quality proposal content for Federal and SLED opportunities, including technical approaches, management plans,



staffing plans, transition plans, implementation methodologies, and past performance narratives.
- Analyze solicitation requirements, Statements of Work (SOW), Performance Work Statements (PWS), Scopes of Work, and evaluation criteria to ensure proposal compliance.
- Write, edit, and tailor proposal responses to address customer requirements, mission objectives, business challenges, and evaluation factors.
- Support responses to RFPs, RFQs, RFIs, ITBs, Sources Sought Notices, Task Orders, and cooperative purchasing opportunities.

Research & Information Gathering
- Conduct research on customer agencies, procurement requirements, industry trends, and competitor positioning.
- Interview Subject Matter Experts (SMEs), Program Managers, and Technical Leads to gather information for proposal development.
