Srinagar ITMS Smart City Project
Position: Project Manager ITMS Smart City
Location: Srinagar, Jammu & Kashmir
Industry: Intelligent Traffic Management System (ITMS) / Smart City / CCTV / ICCC
Experience: 14-16+ years preferred

Reporting To: Business Head / Project Director / Senior Management
1. Position Overview
We are looking for an experienced and result-oriented Project Manager to lead the Srinagar ITMS Smart City Project. The candidate will be responsible for end-to-end project management, including implementation, operations & maintenance, SLA compliance, customer coordination, team management, vendor/OEM management, billing, payment collection, risk management, and overall project performance.
The ideal candidate should have strong experience in ITMS, Smart City, CCTV Surveillance, ICCC, traffic management, government projects, or other mission-critical technology projects and should be capable of managing multiple stakeholders in a demanding 24x7 operational workplace.
2. Key Responsibilities
A. Project Management & Execution
- Take overall responsibility for successful execution and operation of the Srinagar ITMS Project.
- Develop and monitor project plans, schedules, milestones, resources, and deliverables.
- Ensure project activities are completed within approved timelines, budgets, and quality standards.
- Identify project risks, dependencies, and operational bottlenecks and implement mitigation plans.
- Monitor progress against contractual commitments and management targets.
- Ensure proper transition from implementation to O&M; wherever applicable.
B. Customer & Government Stakeholder Management
- Act as the Single Point of Contact (SPOC) for the customer for project-related matters.
- Maintain effective relationships with Smart City authorities, Traffic Police, government departments, consultants, and other stakeholders.
- Conduct regular review meetings and present project performance.
- Address customer complaints, escalations, and operational concerns promptly.
- Ensure customer requirements are translated into actionable project activities.
C. ITMS Operations & System Performance
Oversee the operation and maintenance of ITMS infrastructure, including, as applicable:
- Adaptive Traffic Control System (ATCS)
- Traffic Signal Controllers
- CCTV Surveillance Systems
- ANPR cameras
- RLVD systems
- VMS / Variable Message Signs
- Traffic Enforcement Systems
- Vehicle Detection Systems
- Traffic Sensors
- Network and Fiber Infrastructure
- Servers and Storage
- Command & Control Centre / ICCC
- UPS and power infrastructure
- GIS/GPS and associated software platforms
Ensure continuous system availability and timely restoration of failures.
D. SLA & KPI Management
- Ensure compliance with all contractual SLA and KPI parameters.
- Monitor uptime, response time, restoration time, incident closure, and preventive maintenance.
- Establish daily and monthly SLA monitoring mechanisms.
- Analyze recurring failures and implement corrective and preventive actions.
- Ensure minimum possible SLA deductions and avoidable penalties.
- Prepare SLA performance dashboards for management and customer review.
E. Team & Manpower Management
- Lead Project Leads, Team Leads, engineers, technicians, NOC/ICCC personnel, and support staff.
- Prepare manpower deployment and shift plans.
- Ensure adequate manpower availability for 24x7 operations.
- Define KRAs and monitor individual and team performance.
- Conduct regular team meetings and performance reviews.
- Ensure discipline, attendance, productivity, and professional conduct.
- Identify training and skill-development requirements.
F. Vendor & OEM Management
- Coordinate with OEMs, subcontractors, technology partners, and service providers.
- Monitor vendor performance against contractual requirements.
- Ensure timely technical support, spares, replacements, and service visits.
- Escalate unresolved technical issues to senior OEM management.
- Review vendor performance and ensure compliance with agreed SLAs.
G. Billing & Payment Collection
- Take responsibility for timely project billing and commercial coordination.
- Ensure monthly invoices are prepared and submitted within contractual timelines.
- Verify SLA reports, attendance records, maintenance reports, completion certificates, and other billing documents.
- Coordinate with the customer for invoice certification and approval.
- Follow up on outstanding payments and receivables.
- Resolve billing discrepancies and documentation issues.
- Coordinate with Finance/Commercial teams for payment realization.
- Support achievement of project revenue and profitability targets.
H. Project Documentation & Reporting
- Ensure accurate maintenance of project documentation.
- Prepare daily, weekly, monthly, and quarterly project reports.
- Maintain asset registers, SLA reports, incident records, PM records, manpower records, and customer communications.
- Maintain project dashboards for management review.
- Ensure proper documentation during handover and transition of responsibilities.
- Maintain audit-ready project records.
I. Quality, Safety & Compliance
- Ensure compliance with contractual specifications, company policies, safety requirements, and applicable statutory regulations.
- Implement quality-control processes for installation, maintenance, and O&M; activities.
- Ensure safe working practices during field maintenance and traffic-related activities.
- Monitor project risks and ensure timely mitigation.
- Maintain confidentiality and security of surveillance and traffic-related information.
J. Financial & Resource Management
- Monitor project operating costs and resource utilization.
- Ensure optimum utilization of manpower, equipment, vehicles, spares, and other project resources.
- Identify opportunities for cost optimization without compromising SLA or service quality.
- Monitor project profitability in coordination with senior management.
K. Business Development & Additional Scope
- Identify opportunities for system upgrades, additional ITMS components, AMC, technology enhancements, and project extensions.
- Support management during customer presentations, technical discussions, tenders, and commercial negotiations.
- Maintain strong customer relationships to support future business opportunities.
Preferred:
- B.E./B.Tech in Electronics, Electrical, Computer Science, IT, Telecommunications, or related engineering discipline.
- MBA/PG Diploma in Project Management will be an added advantage.
- PMP/PRINCE2 or other project management certification will be preferred.
6. Experience
Mandatory/Preferred Experience
- 14-16+ years of overall experience, preferably with significant experience in ITMS/Smart City projects.
- Experience managing government/Smart City/traffic management projects.
- Experience in O&M; of large-scale ITMS, CCTV, ICCC, or surveillance infrastructure.
- Experience managing multidisciplinary technical teams.
- Experience in SLA-driven contracts.
- Experience with government customers, consultants, Police/Traffic authorities, Smart City SPVs, or urban local bodies will be highly preferred.

8. Candidate Profile
The ideal candidate should be capable of independently managing a large-scale ITMS Smart City project in Srinagar, leading a multidisciplinary technical team and maintaining strong relationships with government and customer stakeholders.
The candidate must be comfortable managing 24x7 mission-critical operations, customer escalations, SLA commitments, field activities, vendor dependencies, billing and payment issues, and project-level commercial responsibilities.
The Project Manager will be expected to demonstrate ownership, accountability, leadership, and proactive decision-making while ensuring that the Srinagar ITMS project meets its contractual, operational, financial, and customer-service objectives.Role & responsibilities
