Senior Manager, Monitoring, Evaluation & Learning | Delhi State Program
At Simple Education Foundation (SEF) we work with the government to build state-wide strengthening programs for teachers and principals to increase the standard of teaching in government schools across India. Our mission is to strengthen 1 million educators by 2028.

This is a role that provides:
- Opportunities to support design and implementation of MEL frameworks and data tools that directly shape how a state-level education program learns and corrects.
- Engagement with government data systems and stakeholders to strengthen how data flows within all SEF’s programs across Delhi, Punjab and Uttarakhand.
- A platform to bridge evidence and practice ensuring data is not just collected but actively used to improve outcomes for teachers and children.

About the Role:
The Senior Manager, MEL will drive consistent MEL implementation and data quality across SEF's Delhi, Punjab and Uttarakhand programmes, working within the frameworks and architecture set by the MEL function. This is a delivery-facing role with direct accountability for data quality, team coordination, and operational excellence across sites. The Senior Manager will work closely with the CPO to implement SEF's data and MEL architecture and ensure evidence feeds into organisational learning and reporting.
What will you do:
MEL Architecture & Framework Design
- Drive consistent implementation of MEL functions across Delhi, Punjab and Uttarakhand to drive organisational priorities
- Implement and adapt MEL frameworks across programs and states,
- Identify gaps, and refine systems for stronger evidence generation.
- Develop new and adapt existing MEL tools across program context and government data systems.
Manage Data Ecosystems across programs
- In-service data ecosystem: Finalise all tools: observation rubrics, scoring systems, benchmarks, state adaptations. Ensuring all formative tools developed by states teams are up to standards and reviewed by MEL vertical before rollout.
- Pre-service data ecosystem: development and piloting of tools, dashboards,, and end-to-end testing for pre-service programmes.
- Partner Schools MEL oversight: Oversee monitoring, evaluation, learning agendas, research activities, and impact analysis for partner school initiatives across states in collaboration with regional and L&I; leads.
Dashboards and data systems:
- Lead dashboard and data system development
- Operationalise state-wise database schemas.
- Contribute to the goal setting system connecting metrics, programme realities, and quarterly narratives.
- Coordinate with the technology team on database inputs and flag anomalies for resolution and collaborate on data platform/product design
Quality assurance and Team Capacity Building:
- Build team proficiency on SEF data frameworks through calibration sessions, buddy observations, and mock assessments
- Establish SOPs, escalation structures, and governance protocols across states.
Cross-vertical coordination:
- Coordinate closely with Technology, Programme, Research, and Fundraising teams on data systems, tool development, proficiency testing, quality assurance and capacity building
- Represent MEL in state level coordination meetings and surface field realities that should inform system or tool design.

Competencies for this role:
MEL Design & Evaluation Expertise
- Design and manage MEL frameworks end-to-end, including indicators, tools, evaluation approaches and impact assessment.
- Distinguish between activity metrics and indicators that are able to track evidence on ground.
Data & Analytics Proficiency
- Strong quantitative and qualitative analysis skills, impact evaluation is a plus.
- Advanced proficiency in Google Sheets/Excel, data cleaning, tracking systems, and platforms like KoboToolbox or equivalent mobile data collection platforms.
Dashboarding & Visualisation
- Build and maintain dashboards in Looker Studio or similar tools. Familiarity with other tools (Power BI, Tableau) is a plus.
- Translate complex data into clear, accessible insights for varied audiences.
Data Systems Thinking
- Design reliable data systems with strong governance, validation,
and quality controls.
- Understand how data flows across teams, tools, and stakeholders.
Team capacity building:
- Support the team in end-to-end data processes, including collection, cleaning, and validation to ensure data integrity.
- Empower program decision-making by providing timely, accurate data and actionable insights to the team and leadership.

- Engages with government systems and diverse stakeholders to drive data backed decision making on ground.

Knowledge
- Strong understanding of Monitoring, Evaluation, and Learning (MEL) frameworks, tools, and processes.
- Familiarity with quantitative and qualitative research methodologies, including sampling and data validation techniques.
- Knowledge of education systems, teacher capacity-building programs, FLN programs and government processes in India.
- Awareness of dashboarding tools and data visualisation best practices.
- Understanding of government MIS systems and data environments in the Indian social sector context.
Experience
- 5–7 years of professional experience in monitoring and evaluation, data analytics, or a closely related function within the education or social impact sector.
- Demonstrated experience owning an M&E; function end-to-end — not just executing a framework, but designing, adapting, and defending it.
- Experience building data systems that field teams and non-technical stakeholders actually use in practice.
- Hands-on experience with KoboToolbox, Looker Studio, Google Sheets/Excel, and equivalent data tools.
- Proven ability to translate data into clear, non-technical insights for diverse audiences including government officials.
- Prior experience conducting field visits and validating data quality on the ground is strongly preferred.
- Experience working in or alongside government systems in India is an advantage.
