Role Purpose The Quantity Surveying Lead (PMC) is responsible for end-to-end cost management, commercial control, and financial governance of large-scale energy infrastructure projects, including power transmission (up to 765 kV), substations, HVDC systems (800 kV), and hybrid renewable energy projects (Solar, Wind, BESS).
The role ensures cost optimization, contractual compliance, risk mitigation, and financial transparency across all project phasesfrom feasibility and design through procurement, construction, and final close-outwhile acting as the owners commercial representative.
Key Responsibilities
1. Cost Planning Estimation
- Develop comprehensive cost plans and budgets across all stages: concept, feasibility, preliminary, and detailed design.
- Prepare benchmarking models using historical data, BCIS, SoR, and international cost indices.
- Lead life cycle cost (LCC) and carbon cost assessments for sustainable infrastructure planning.
- Ensure cost alignment with project phasing strategies and GW-scale capacity build-outs.
2. BOQ, Quantity Take-Off Tendering
- Prepare and validate Bills of Quantities (BOQs) in line with NRM, CESMM, and MCHW standards.
- Perform detailed quantity take-offs for EHV transmission lines, Switchyards/substations, and renewable systems (Solar, Wind, BESS).
- Support preparation of tender documents, pricing schedules, and bid evaluation frameworks.
- Ensure BOQ alignment with design drawings, specifications, and execution methodology.
3. Cost Control Financial Monitoring
- Establish and maintain cost control systems, including:
- Budget vs actual tracking
- Cost variance analysis
- Forecast to completion (FTC)
- Monitor project expenditures and identify cost-saving opportunities and value engineering measures.
- Provide monthly cost reports, dashboards, and financial insights to PMO and client stakeholders.
4. Rate Analysis Commercial Evaluation
- Perform rate analysis using:
- SPONS price book
- Schedule of Rates (SoR)
- Market intelligence and vendor quotations
- Validate contractor submissions for reasonableness, completeness, and compliance.
- Support benchmarking of EPC costs for HV/EHV systems and renewable assets.
5. Contract Administration Change Management
- Administer contracts under NEC, FIDIC, and JCT frameworks.
- Manage:
- Variation Orders (VOs)
- Change Requests
- Claims and EOT evaluations
- Ensure contractual compliance, commercial protection, and risk mitigation.
- Maintain contract registers, claims logs, and change trackers.
6. Procurement Commercial Strategy
- Develop and implement procurement strategies aligned with project timelines and cost objectives.
- Support vendor prequalification, bid evaluation, and contract award recommendations.
- Optimize procurement through package strategy, bulk procurement, and cost leverage mechanisms.
7. Project Controls Reporting
- Integrate cost management with project scheduling (Primavera/MSP) for holistic project control.
- Maintain progress trackers, cost-loaded schedules, and resource planning frameworks.
- Provide forecasting,
risk-adjusted cost projections, and financial risk analysis.
8. Stakeholder Coordination
- Act as the commercial interface between:
- Client / Owner
- EPC Contractors
- Design Consultants
- Procurement Finance teams
- Ensure alignment on cost, schedule, and contractual obligations.
- Support technical-commercial discussions during design and execution phases.
9. Sustainability Carbon Management
- Perform carbon footprint assessments and integrate low-carbon design strategies.
- Evaluate embodied carbon and operational cost trade-offs.
- Support ESG and sustainability reporting requirements.
10. Team Leadership Knowledge Management
- Lead and mentor quantity surveying teams across projects.
- Drive standardization of BOQ structures, estimation methodologies, and cost databases.
- Share best practices on cost engineering, contract management, and value engineering.
- Support resource planning and capability development within PMC teams.

Qualifications
- Bachelors Degree in Civil Engineering / Quantity Surveying / Construction Management
- Masters Degree (preferred) in relevant discipline
- 12+ years of experience in quantity surveying and cost management for large infrastructure/energy projects
- Experience in Indian infrastructure projects is preferred
- MRICS (or working towards certification) is highly desirable
