Role & responsibilities :
1. Job Purpose To manage and execute the procurement of raw materials, fabricated components, machined components, bought-out items, consumables, and services required for manufacturing and project execution. The Purchase Engineer will ensure the right material is purchased at the right quality, quantity, price, and delivery schedule while maintaining effective coordination with suppliers and internal departments.
2. Key Responsibilities
A. Procurement & Purchasing
- Review purchase requisitions, BOMs, drawings, specifications, and material requirements received from Engineering, Production, Stores, and Projects.
- Identify suitable suppliers for raw materials, machined components, fabricated parts, standard items, and bought-out equipment.
- Obtain and evaluate quotations from approved and potential suppliers.
- Prepare comparative statements and negotiate prices, payment terms, delivery schedules, and other commercial conditions.
- Generate and release Purchase Orders in accordance with company procedures.
- Ensure procurement is carried out as per approved specifications, drawings, quality requirements, and project schedules.
- Follow up with suppliers to ensure timely delivery of materials and components.
- Expedite critical and long-lead items to avoid production delays.
B. Vendor Management
- Identify, evaluate, and develop new suppliers based on quality, capability, capacity, price, and delivery performance.
- Maintain a reliable and competitive supplier base.
- Coordinate with vendors for technical and commercial clarifications.
- Monitor supplier performance with respect to Quality, Cost, Delivery, and Service (QCDS).
- Conduct supplier visits when required to assess manufacturing capability and production progress.
- Develop alternate sources for critical materials and components to reduce dependency on single suppliers.
C. Technical Procurement
- Understand engineering drawings, BOMs, specifications, and material grades relevant to heavy equipment manufacturing.
- Procure items such as
- Structural steel and plates
- Pipes, tubes, and profiles
- Forgings and castings
- Machined components
- Fabricated components
- Bearings and gearboxes
- Motors and pumps
- Hydraulic components
- Valves and fittings
- Electrical components
- Fasteners
- Welding consumables
- Seals and gaskets
- Other mechanical and electrical bought-out items
- Coordinate with Engineering for technical clarifications before placing orders.
- Ensure supplier quotations comply with drawings, specifications, material grades, and applicable standards.
D. Subcontracting & Job Work
- Identify and coordinate suitable subcontractors for machining, fabrication, heat treatment, surface treatment, painting, blasting, and other outsourced activities.
- Issue work orders and subcontract purchase orders as required.
- Monitor subcontractor progress and ensure completion within the agreed schedule.
- Coordinate with Production and Quality teams for inspection and acceptance of subcontracted jobs.
- Ensure proper documentation and traceability of materials sent to and received from subcontractors.
E. Cost Control & Negotiation
- Negotiate competitive prices with suppliers without compromising quality and delivery.
- Analyze historical purchase prices and market trends.
- Obtain cost reductions through negotiation, alternate sourcing, bulk procurement, and supplier development.
- Monitor material price fluctuations and provide inputs to management for cost planning.
- Maintain proper records of quotations, negotiations, purchase orders, and price comparisons.
F. Delivery & Expediting
- Track all open Purchase Orders and supplier commitments.
- Prepare and maintain a Pending Purchase Order / Delivery Tracking Report.
- Regularly follow up with suppliers for production status and dispatch schedules.
- Escalate potential delivery delays to the Purchase Manager and concerned departments.
- Coordinate with Stores, Logistics, Production, and Quality teams for timely receipt of materials.
- Give priority to critical materials required for production and project milestones.
G. Quality Coordination
- Coordinate with the Quality Department for inspection requirements.
- Ensure suppliers submit required quality documents such as:
- Material Test Certificates (MTC)
- Inspection Reports
- Test Certificates
- Dimensional Reports
- Calibration Certificates
- Warranty Certificates
- Compliance Certificates
- Coordinate resolution of supplier quality issues and rejection/replacement of defective materials.
- Support supplier corrective and preventive actions where required.
H. Inventory & Material Planning
- Coordinate with Stores and Production Planning to understand material requirements.
- Avoid excess procurement and unnecessary inventory buildup.
- Support inventory optimization through proper planning and timely procurement.
- Monitor critical and minimum stock levels for regularly used materials.
- Coordinate procurement based on production plans and project requirements.
I. Documentation & ERP
- Maintain accurate purchase records and supplier databases.
- Update Purchase Orders, delivery dates, prices, and supplier information in the ERP system.
- Maintain comparative statements, purchase reports,
vendor evaluation records, and pending order reports.
- Ensure all procurement documentation is properly maintained for audit and traceability.

- Purchase cost reduction / savings achieved.

- Reduction in production stoppages due to material shortages.
- Development of alternate and reliable suppliers.

4. Required Skills & Competencies
- Robust negotiation and communication skills.
- Good knowledge of mechanical engineering and manufacturing processes.
- Ability to read engineering drawings and understand BOMs.
- Knowledge of materials, machining, fabrication, welding, and industrial components.
- Strong vendor development and supplier management skills.
- Good analytical and commercial skills.
- Ability to handle multiple purchase requirements simultaneously.
- Strong follow-up and coordination skills.
- Valuable knowledge of MS Excel and ERP/Purchase software.
- Ability to work under pressure and meet project deadlines.
5. Authority & Accountability
- Authorized to obtain quotations and negotiate within approved company guidelines.
- Responsible for timely placement and follow-up of Purchase Orders.
- Responsible for supplier performance and delivery commitments.
- Responsible for maintaining procurement records and confidentiality of commercial information.
- Escalate major commercial, quality, and delivery issues to the Purchase Manager / Management.

7. Overall Responsibility The Purchase Engineer shall ensure continuous availability of required materials, components, and services for manufacturing and project execution at optimum cost, required quality, and within the committed delivery schedule, while continuously improving supplier performance and procurement efficiency.
Preferred candidate profile
1. Educational Qualification
Bachelor's Degree / Diploma in Mechanical Engineering, Production Engineering, Industrial Engineering, or a related field.
2. Experience
2 to 6 years of experience in Purchase / Procurement in heavy engineering, heavy equipment manufacturing, industrial machinery, fabrication, or similar manufacturing industries.
Experience in procurement of machined components, fabricated components, structural materials, hydraulic items, gearboxes, bearings, motors, pumps, and other industrial components will be an advantage.
