ROLE OVERVIEW The Chief Operating Officer Buildcon will be responsible for end-to-end construction operations across all projects, from site mobilisation through RCC/structure, MEP, finishing, quality, safety, statutory coordination and final handover.
The role will have complete operational oversight of construction execution, project timelines, procurement, contracts, BOQ and cost control, stores and inventory, quality, EHS, design coordination, manpower planning, finance coordination, MIS/ERP systems and overall project governance. The objective is to build a predictable, accountable and process-driven construction organisation delivering projects on time, within budget and to defined quality standards.
KEY RESPONSIBILITIES
1. Construction Execution & Project Delivery
- Lead multiple residential high-rise projects simultaneously.
- Own project delivery from mobilisation to final OC, possession and handover.
- Monitor RCC, civil, finishing, MEP, infrastructure and external development.
- Protect critical project timelines and take corrective action against delays.
- Ensure manpower, materials, drawings, contractors and approvals are available before execution milestones.
- Drive coordination between Project Heads, Building Managers, Planning, MEP, Quality, Safety and Stores teams.
- Ensure snag closure and smooth final handover to the maintenance/facility management team.
2. Procurement, Contracts, BOQ & Cost Control
- Own and institutionalise BOQ-based project cost control.
- Lead contractor and vendor selection, technical evaluation, negotiations and contract governance.
- Monitor approved budget versus actual project cost.
- Review and control project cost variances and implement corrective actions.
- Oversee QS, estimation, tendering, subcontracting, billing, certification, claims and variation management.
- Take strategic decisions on in-house versus outsourced execution based on cost, time and quality.
- Coordinate project cash flow, budgets, payables and construction fund requirements.
3. Stores, Inventory & Material Management
- Establish strong material and stores controls across all construction sites.
- Ensure timely availability of materials as per construction schedules.
- Prevent overstocking, shortages and idle inventory.
- Monitor material reconciliation and wastage.
- Maintain accurate and audit-ready material records.
4. Quality, Safety & Site Governance
- Own QA/QC and EHS performance across all projects.
- Drive a zero-LTI safety culture.
- Ensure compliance with statutory safety requirements.
- Monitor NCRs, inspections, quality plans and corrective actions.
- Ensure security of site personnel, materials, equipment and assets.
- Integrate quality and safety checkpoints into the execution process rather than treating them as post-execution inspections.
5. Design, Drawings & Technical Coordination
- Coordinate with architects, structural consultants, MEP consultants and approval teams.
- Ensure GFC and required construction drawings reach sites as per project schedules.
- Resolve site RFIs, drawing discrepancies and design-related execution issues quickly.
- Drive value engineering without compromising quality, functionality or statutory compliance.
6. Statutory & Regulatory Coordination
- Work closely with liaison and approval teams for project statutory requirements.
- Ensure construction activities remain aligned with BMC, RERA, SRA and other relevant statutory requirements.
- Support timely achievement of project approvals, CC, Fire NOCs, OC and final possession requirements.
7. Team & Organisation Leadership
- Lead the complete Buildcon leadership structure, including Construction, Purchase, Contracts, Systems/MIS, Admin/HR and Finance functions.
- Build a strong bench of Project Heads and site leadership.
- Drive manpower planning and timely recruitment for construction requirements.
- Establish clear KRAs, responsibilities and accountability across the organisation.
- Mentor senior construction leaders and develop succession capability.
- Build a disciplined, performance-driven execution culture.
8. ERP, MIS & Process Governance
- Drive all construction projects through structured ERP/MIS and workflow-based systems.
- Establish dashboards for project schedule, cost, procurement, billing, quality, safety and manpower.
- Conduct structured weekly and monthly project reviews.
- Ensure all project deviations,
critical issues and corrective actions are documented and closed within defined timelines.
- Build repeatable SOPs and systems instead of dependency on individual-driven firefighting.
- Maintain complete audit readiness across construction operations.

- ERP/MIS compliance and management reporting.
DESIRED CANDIDATE PROFILE The ideal candidate should have 2530+ years of experience in Construction / Real Estate, with substantial senior leadership experience as COO, Head Projects, Construction Head, Project Director, VP/SVP Projects or similar leadership role. The candidate should have proven experience in:
- Mumbai/MMR residential high-rise and multi-tower developments
- Handling multiple projects and Project Heads simultaneously
- End-to-end construction from mobilisation through OC and handover
- RCC, finishing, MEP and infrastructure
- Procurement, contracts and vendor management
- BOQ, budgeting, costing and value engineering
- Stores and material management
- Project planning and scheduling
- QA/QC and EHS
- ERP/MIS-driven construction governance
- Large team and contractor ecosystem management
- Working knowledge of BMC, RERA, SRA and Mumbai statutory processes.
