Job Title: Sr Manager – Site Land Acquisition Reporting line: Head Land Department: Land Location: Gadag, Karnataka About Company: One of the leading MNCs in the energy sector Purpose of the position -
The Site Land Acquisition oversees identifying land for renewable energy projects, conducting feasibility assessments, negotiating land purchases, ensuring compliance, obtaining approvals, managing stakeholders, coordinating inter-departmental efforts, monitoring progress, and reporting to senior management. Responsibilities -
1. Wind Project Land Identifying and Site Feasibility Assessment
- Objectives
o Conduct detailed site feasibility analysis for Renewable Energy Projects and identify potential land acquisition opportunities for the construction of upcoming projects.
o Create a land aggregator network for land acquisition in a timeline.
o Coordinate with authorities in respective states for execution of the project and get concurrence for the same.
- Measures:
o No of Title Search completed in time.
o No of locations acquired and documents registered in favour of Project SPV.
1. Wind Project Land Survey
- Objectives
o Identify WTG Location & Wind Turbine Blade Swing Area & Approach Road and Prepare the KMZ File & Final WTG Location in Field Measurement Book (FMB).
1. Land Price Negotiating & PRE ATS-Agreements with Landowners
- Objectives
o Work with Land Aggregators and landowners to negotiate terms, conditions, and pricing of land purchases, ensuring alignment with organisational goals within budget constraints.
o Obtain land records for Title Search Report (TSR) Clearance and execute Pre-Agreement to Sell (ATS) agreement with Landowners.
1. Compliance and Project Land Documentation
- Objectives
o Liaison with revenue Officials for survey of lands, registration and mutation of land records, etc.
o Obtain approvals for non-agricultural conversion and coordinate with legal consultants and Government agencies for dispute resolution.
o Respond to legal notices, manage litigations o Draft, review,
and execute legal documents and ensure all acquisitions comply with relevant statutes and maintain accurate records and documentation throughout the acquisition process.
- Measures:
o Accuracy of legal documents drafted/reviewed.
o No of pending litigation cases related to land acquisition.
1. Wind Power Project Land Conversion (NA)
- Objectives
o Obtain all land-related government approvals, including conversion of land use from agricultural to non-agricultural from the Revenue authority and land conversion approvals from the District Collector/Dy. Collector's office.
1. Liaison with Government Agencies
- Objectives
o Coordinate with nodal agencies for various approvals.
o Coordinate and liaise with farmers, Govt departments like Revenue, Tahsil and District Level, Forest, town and State etc and maintain connection with the concerned Gram Panchayath, Tahsildar, DC Office, Police Dept.
o Work with the local revenue department for land Verification and documentation.
o Liaison with the Sub-Registration department to execute all the leases and various rights to acquire forthe Project requirement o Liaisoning with the Airport Authority of India to obtain Height Clearance NOC for WTG and MOD, and MNRE to obtain the Defence clearance for the Windfarm Project.
o Conduct measurement for acquired land and obtain construction layout approval from the Town Planning Department.
- Measures:
o No of approvals/NOCs secured within the planned timeline.
o No of delayed cases due to lack of liaison follow-up.
o Timeliness in completing the land registration process.
1. Inter-Departmental Coordination
- Objectives
o Coordinate with nodal agencies for various approvals. Coordinate with WRA, Business Development, legal, financial, Construction and Project development teams to ensure all acquisitions align with the company’s strategic goals.
1. Monitoring and Reporting
- Objectives
o Track status for all the permits and approvals about revenue authority like NA, Measurement, DTP, AAI and MOD, and keep track on amendment related to Government policies related to land acquisition as well as AAI, MOD permissions.
o Regularly monitor the progress of land acquisition activities and report to senior management, and provide updated project timelines and budgets
- Measures:
o Timeliness and accuracy of monthly reports.
o No of missed compliance deadlines.
1. Monitoring and Reporting
- Objectives
o Track status for all the permits and approvals about revenue authority like NA, Measurement, DTP, AAI and MOD, and keep track on amendment related to Government policies related to land acquisition as well as AAI, MOD permissions.
o Regularly monitor the progress of land acquisition activities and report to senior management, and provide updated project timelines and budgets

o Timeliness and accuracy of monthly reports.
o No of missed compliance deadlines.
1. Risk Management and Dispute Resolution
- Objectives
o Identify potential legal risks in land acquisition and mitigate them proactively.
o Mediate and resolve conflicts between landowners, communities, and authorities for the reduction in risk exposure due to proactive legal compliance.
o Regularly monitor the progress of land acquisition activities and report to senior management, and provide updated project timelines and budgets
- Measures:
o % of land transactions completed without legal disputes.
o Number of cases resolved without legal escalation.
Qualifications and Competencies Needed -
- Qualification: Graduation in any stream
- Experience: 11 to 15 years
- Knowledge – • Understanding of local and central laws and regulations related to the Land and Renewable Energy sector.
- ICT Skills – • MS Office
- Other Skills – • Strong negotiation skills • Valuable communication and interpersonal skills • Stakeholder management
- Abilities – • Critical thinking and proactive approach
- Language: English, Hindi, and the local language based on project location
