Description
We are seeking a highly capable Individual to provide commercial leadership and delivery oversight for the UK&I; Transport & Infrastructure PMO GCC team.
The role is responsible for managing commercial, contract, and cost management activities across a portfolio of projects, ensuring high-quality, compliant, and data-driven delivery aligned to UK standards.
This is a strategic, delivery-oriented role requiring expertise in commercial management, quantity surveying, contract administration, cost planning, change control, and PMO integration, alongside strong leadership capability to develop teams, drive process improvements, and expand GCC workshare.
Responsibilities
1. Commercial Leadership & Team Management
- Lead the GCC Commercial & QS team supporting UK&I; T&I; projects.
- Drive resource planning, workload allocation, and delivery governance.
- Build and mentor a high-performing team through structured development and coaching.
- Collaborate with PMO Leads, UK Commercial teams, and Project Managers.
- Support recruitment aligned with pipeline and strategic growth.
2. Contract Administration & Commercial Management
- Lead contract administration across projects in line with NEC/JCT (and FIDIC where applicable).
- Manage:
- Change control (pricing, tracking, forecasting)
- Compensation events, variations, and claims
- Contractual communications and notices
- Govern and maintain contract registers (EWN, CE, GC, etc.).
- Track contractual deadlines and ensure proactive compliance.
- Draft formal contractual correspondence and entitlement notifications.
3. Cost & Quantity Surveying Delivery (UK Standards)
- Lead and oversee RIBA Stage 0–4 cost planning including benchmarking, allowances, and risk adjustments.
- Ensure preparation and review of BoQs aligned to NRM/CESMM standards.
- Support:
- Cost estimates, budgets, and forecasts
- CVRs, cashflow, and financial reporting
- Procurement strategies and tender documentation
- Drive value engineering, cost optimisation, and lifecycle cost input.
4. Cost, Risk & Commercial Performance
- Support cost control and financial performance across project lifecycle.
- Manage commercial risks, opportunities, and entitlement claims.
- Support dispute resolution, withheld cost recovery, and claims management.
- Maintain and drive commercial risk registers and escalation processes.
- Contribute to financial forecasting, working capital recovery, and performance insights.
5. PMO Integration & Delivery Coordination
- Integrate commercial activities with project controls, planning, and PMO processes.
- Ensure alignment of cost, schedule, and change impacts.
- Coordinate reporting dashboards, commercial trackers, and registers.
- Support cross-functional teams in resolving commercial and delivery challenges.
6. Governance, Quality & Compliance
- Establish QA/QC frameworks, checklists, and peer review mechanisms.
- Ensure compliance with contractual, commercial, and internal governance standards.
- Standardise templates, SOPs, and delivery processes.
- Align with RICS professional standards and best practices.
7. Digital QS & Reporting
- Champion CostX (2D/3D/5D) and model-based take-off methodologies.
- Drive adoption of 5D/BIM-enabled commercial workflows.
- Develop and promote structured cost databases and benchmarking systems.
- Encourage data-driven reporting using advanced Excel (Power Query, Pivots) and Power BI dashboards.
- Enhance visibility through automated dashboards and digital reporting solutions.
8. Business Improvement & Capability Building
- Drive continuous improvement in commercial processes and delivery models.
- Support bid development, mobilisation planning, and workshare growth.
- Develop structured training programmes covering:
NEC/JCT contracts, NRM/CESMM measurement, Cost planning & CVR, Change & risk management
- Mentor and build next-generation QS and commercial professionals.
9. Stakeholder Engagement
- Act as key commercial interface between GCC and UK stakeholders.
- Build strong relationships with clients, PMs, and multidisciplinary teams.
- Support capability showcases and promote GCC value proposition.
Qualifications
Essential
- Bachelor’s degree in Quantity Surveying / Civil Engineering (Master’s preferred).
- 10+ years of QS / Cost Management / Commercial experience, including ~5 years UK project exposure.
- Proven experience in UK–India delivery models and interfacing with UK stakeholders.
- Robust knowledge of:
o NEC, JCT contracts o NRM, CESMM measurement standards o RIBA Stage 0–4 cost planning
- Experience in:
o Change control, CVRs, forecasting, procurement, and contract management o Leading multi-project teams and delivery governance
- Strong commercial acumen and consultancy understanding.
