Job Title: Manager - Land Acquisition & ROW

Location: Solapur, Maharashtra.

Purpose of the Position:

The Site Land Acquisition Manager is responsible for identifying and securing land for renewable energy projects, managing ROW, conducting feasibility assessments, negotiating land purchases, ensuring compliance, obtaining approvals, managing stakeholders, coordinating inter-departmental efforts, monitoring progress, and reporting to senior management.

Responsibilities

1. Wind Project Land Identifying and Site Feasibility Assessment

- Conduct detailed site feasibility analysis for renewable energy projects.
- Identify potential land acquisition opportunities.
- Build a land aggregator network for timely acquisition.
- Coordinate with state authorities for project execution and concurrence.

1. Objectives: Ensure timely identification and acquisition of suitable land parcels.
2. Measures: Number of title searches completed on time; number of locations acquired and registered in favour of Project SPV.

- Right of Way (ROW) Management

- Secure and manage ROW for transmission lines, access roads, blade swing areas, and project infrastructure.
- Liaise with landowners, communities, and government authorities to facilitate ROW acquisition and approvals.
- Obtain necessary approvals and NOCs from relevant departments and agencies.
- Ensure compliance with local and central regulations governing ROW and land use.
- Proactively resolve disputes with stakeholders to minimise delays and guarantee uninterrupted project execution.

1. Objectives: Guarantee timely ROW acquisition and approvals.
2. Measures: % of ROW clearances obtained on time; reduction in ROW-related disputes; number of ROW parcels secured without escalation.

- Wind Project Land Survey

- Identify WTG location, blade swing area, and approach roads.
- Prepare KMZ files and finalise WTG location in Field Measurement Book (FMB).

Accurate survey and mapping of project land.
2. Measures: Completion of survey documentation within planned timelines.

- Land Price Negotiation & Pre-ATS Agreements with Landowners

- Negotiate terms, conditions, and pricing with landowners and aggregators.
- Obtain land records for Title Search Report clearance.
- Execute Pre-Agreement to Sell (ATS) agreements.

1. Objectives: Secure cost-effective land deals aligned with organisational goals.
2. Measures: Number of ATS agreements executed; compliance with budget constraints.

- Compliance and Project Land Documentation

- Liaise with revenue officials for surveys, registration, and mutation of land records.
- Obtain approvals for non-agricultural conversion.
- Coordinate with legal consultants and government agencies for dispute resolution.
- Draft, review, and execute legal documents.

1. Objectives: Ensure legal compliance and accurate documentation.
2. Measures: Accuracy of legal documents; number of pending litigation cases.

- Wind Power Project Land Conversion (NA)

- Obtain approvals for conversion of land use from agricultural to non-agricultural.
- Secure approvals from the District Collector/Dy. Collector offices.

1. Objectives: Ensure timely land conversion approvals.
2. Measures: Number of NA approvals obtained within planned timelines.

- Liaison with Government Agencies

- Coordinate with nodal agencies for approvals.
- Liaise with farmers, revenue departments, forest, town, and state authorities.
- Work with the Sub-Registration department for leases and rights acquisition.
- Obtain NOCs from AAI,



MOD, and MNRE for windfarm projects.
- Conduct land measurement and secure construction layout approval.

1. Objectives: Build solid government and community relations to expedite approvals.
2. Measures: Number of approvals/NOCs secured on time; timeliness of land registration; reduction in delayed cases.

- Inter-Departmental Coordination

- Collaborate with WRA, BD, legal, finance, construction, and project development teams.

1. Objectives: Ensure acquisitions align with company’s strategic goals.
2. Measures: Number of cross-functional issues resolved proactively.

- Monitoring and Reporting

- Track permits and approvals (NA, Measurement, DTP, AAI, MOD).
- Monitor amendments in government policies related to land acquisition.
- Report progress to senior management with updated timelines and budgets.

1. Objectives: Maintain transparency and timely reporting.
2. Measures: Accuracy and timeliness of monthly reports; number of missed compliance deadlines.

- Risk Management and Dispute Resolution

- Identify potential legal risks and mitigate proactively.
- Mediate conflicts between landowners, communities, and authorities.

1. Objectives: Reduce risk exposure and resolve disputes efficiently.
2. Measures: Percentage of land transactions completed without disputes; number of cases resolved without escalation.

Skills and Qualifications

- Qualification: Graduation in any stream
- Experience: 10 to 12 years of Land Acquisition for Renewables Projects & Managing ROW
- Knowledge, Skills & Abilities (KSAs):
- Knowledge: Local and central laws/regulations related to land and the renewable energy sector
- ICT Skills: MS Office
- Other Skills: Strong negotiation, communication, interpersonal, and stakeholder management skills
- Abilities: Critical thinking and a proactive approach
- Languages: English, Hindi, and the local language based on project location
